Second Sitting of the Agriculture, Forestry and Water Management Committee
At the sitting held on 19 May, the members of the Agriculture, Forestry and Water Management Committee and the relevant ministry representatives discussed the situation in the agriculture and water management caused by the catastrophic floods which had struck the Republic of Serbia and adopted suitable recommendations to be sent to the Government of the Republic of Serbia so as to enable efficient damage recovery.
Minister of Agriculture and Environmental Protection Prof. Dr Snezana Bogosavljevic Boskovic informed the Committee members that the Serbian agriculture had taken an almost irreparable blow. The Ministry of Agriculture and Environmental Protection has, in cooperation with local self-governments, begun estimating the damage on the territories where the water had withdrawn so that, by the end of the week, we may have more concrete estimates of the damage done to the fruit, crops and livestock farming. Minister Bogosavljevic Boskovic stressed that the most important activity right now would be removing the animal carcasses which is something the Veterinary Directorate has organised through its 25 offices, as well as the disinfection of the affected areas. The Serbian Veterinary Chamber and individual veterinary ambulances have offered assistance in material and staff. It is still necessary to secure suitable transport, motor vehicles and boats, disinfectants and experts for the operation in the field.
Minister without portfolio responsible for emergency situations Velimir Ilic briefed the Committee members of the catastrophic situation in some parts of Serbia such as Krupanj, Kosjeric, Bajina Basta, etc. Many of the locations are also struck by landslides which are endangering people’s lives and obstructing many magisterial roads. The people in the landslide-struck areas need all kinds of relief. Minister Ilic also warned the Committee members that maps of potential landslide areas in the Republic of Serbia should be taken into consideration in the course of terrain rehabilitation, so as to avoid construction on the critical points. He also asked the MPs to pay special attention to sections relating to water management when voting on the Republic of Serbia budget rebalance.
The Committee members were informed about the situation in the most critical areas by Assistant Minister of Agriculture and Environmental Protection Nenad Katanic, State Secretary Zoran Rajic, Emergency Situation Sector Assistant Head Boban Stevanovic, Slobodan Pajic, in charge of oversight and control for the Ministry of Construction, Transport and Infrastructure and Petar Spasov, Head of the Agrodepartment at the Republic Hydrometeorological Service.
Based on the information gathered and the reports submitted by certain Committee members from some of the locations, the Committee adopted the following recommendations:
1. The Agriculture, Forestry and Water Management Committee thanks all the individuals, institutions, authorities and services who took part in saving the people and property from the disastrous floods affecting the Republic of Serbia and the region;
2. The Committee recommends that all the authorities of the Republic and the Province, local self-governments and services to continue their efforts on flood defences and on elimination of danger to people and property;
3. The Committee recommends that the Government of the Republic of Serbia and the authorities employ all appropriate measures to eliminate the consequences of the disastrous floods. In relation, the Committee particularly recommends that the Ministry of Agriculture, in cooperation with other authorities, ministries and services, employ all necessary measures for:
a.) terrain sanitation to prevent the potential spread of infectious diseases due to the dead animals;
b.) that the Ministry of Agriculture and Environmental Protection employ all measures necessary for plant protection and re-sowing and, in coordination with seed-production houses, ascertain a type of hybrid to recommend to the farmers for the re-sowing;
4. that the Republic Water Directorate, Serbia Waters, Vojvodina Waters, Belgrade Waters should do all in their power in cooperation with others to make sure, now in the future, that the canal network and waterways be maintained, and the funds earmarked for the purpose in future be placed directly to the users;
5. that the Ministry of Construction, Transport and Infrastructure and the Government do all in their power to rehabilitate the infrastructure in rural areas, rehabilitate landslides and provide relief for the renovation and construction of destroyed houses and economic facilities;
6. that the relevant ministries and the Government do all in their power to make sure cattle-feed is given to livestock farmers and agricultural producers from the Commodity Reserves Directorate. To allow loans to the rest of the livestock farmers on the entire territory of Serbia so as to maintain the livestock fund;
7. that the Government of the Republic of Serbia work on making sure that banks and leasing houses delay financial liabilities;
8. that the National Assembly of the Republic of Serbia hold a special sitting in the near future to address the impact recovery of the disastrous floods.
Under item Any other business the Committee members warned the representatives of the Ministry of Construction, Transport and Infrastructure of a hold-up in the issuance of licenses to transport agricultural goods abroad which risks the goods going bad and not reaching its end-user. Therefore the Committee members appealed to the Ministry of Construction, Transport and Infrastructure to, in future, issue licenses for the transport of sensitive agricultural products for export by urgent procedure.
