Protection of Children in Serbia – from Law to Implementation

The Committee on Labour, Social Issues, Social Inclusion and Poverty Reduction organised a public hearing at the National Assembly House, with the topic “Protection of children in Serbia – from law to implementation”, at the proposal of the Society for the Development of Children and Young People.


Vesna Rakonjac, Chairperson of the Committee on Labour, Social Issues, Social Inclusion and Poverty Reduction, greeted the guests and opened the public hearing stating the fact that a great many children in Serbia have been made vulnerable by last year’s floods and the migrant crisis shaking all of Europe.

Andy Guth, regional child protection expert, and Mirela Oprea, Secretary General of the organisation ChildPact, presented the Child Protection Index and the results achieved at the regional level. The project was launched in five countries – Romania, Bulgaria, Serbia, Georgia and Moldova. Guth explained that the Child Protection Index comprises 626 indicators that together measure state policy and activity aimed toward better child protection.

Tamara Luksic Orlandic, independent consultant, and Dragana Socanin, president of Civic Association Parent, spoke about the Child Protection Index results in Serbia. The Index shows Serbia to rank third of the five countries in the region, and that, though the legal framework for child protection is high, coordination at the national level which would enable a systematic approach to child protection is lacking, as is coordination between national and local policy levels, establishment of integrative services for the entire family and monetary aid combined with adequate support and services in the community, grounded in preventive activities.

Sasa Stefanovic, Director of the Network of Organisations for Children of Serbia, stressed that parenthood should be the focus when the goal is child welfare, which is why there is a need for the development of intensive family support services and their introduction into the system.

The public hearing was also attended by Predrag Petrovic, Director of the Republic Institute for Social Protection, who shared the available data on child protection and suggestions how to improve it.

The participants of the public hearing emphasised the need for a systemic approach to child protection and directing the activities and services in the community toward families at risk. That would ensure better protection for children working on the streets, children with developmental problems, victims of violence and abuse and prevent families from being split up.
