ODIHR Observation Mission Report on May Election in Serbia Presented

The final report of the Observation Mission of the Office for Democratic Institutions and Human Rights (ODIHR) at the Organization for Security and Co-operation in Europe (OSCE) on the elections held in Serbia on 6 and 20 May was presented today to the members of the Committee on the Judiciary, Public Administration and Local Self-Government.


The ODIHR delegation was led by Corien Jonker, Head of the ODIHR/OSCE Limited Election Observation Mission to the elections in the Republic of Serbia, and comprised Armin Rabitsch and Alex Schlick, ODIHR election consultants.

Committee Chairman Petar Petrovic greeted the representatives of the Observation Mission and thanked them for their help in improving the election process in Serbia. The officials exchanged opinions of the recommendations offered as a form of further support to the efforts to improve the election process and bring it up to international standards. The Committee members deemed that the majority of the 21 recommendations offered are acceptable and can be useful for further activities on the improvement of the election process. This particularly goes for the first recommendation to reexamine the legal framework and consider introducing a single comprehensive electoral law. They deemed that this necessitates a broad political consensus and all the other recommendations depend on the establishment of the institutional framework, which is, they said, a long-term process. As regards the recommendation to expand the deadlines for the submission and processing of complaints relating to the elections, the Committee members opined that the deadlines need not be expanded as that would prolong the election process and suggested specializing judges for election processes instead. They also agreed that a separation of the elections and a higher degree of transparency in the activities of the Republic Electoral Commission and the administrative court when dealing with complaints would contribute to the quality of the election process.
Committee members Svetislava Bulajic, Maja Gojkovic, Nedjo Jovanovic and Mirna Kosanovic took part in the discussion.
