Ninth Sitting of the Committee on Petitions and Proposals

At the sitting held on 29 December 2011, the members of the Committee on Petitions and Proposals adopted the Decision Proposal on the conclusions from the public hearing on “Issues relating to the completion of privatisation in light of the new economic crisis”.


The Proposal states:

Based on the facts exposed at the public hearing on “Issues relating to the completion of privatisation in light of the new economic crisis”, as well as the positions taken on the occasion relating to the need to implement the Privatisation Law and its negative consequences in some cases i.e. implementation of the privatisation process, it was pointed out that certain state authorities should debate the manner and perspective for changing the positive regulations so as to remove, as much as possible, i.e. prevent the negative consequences of its implementation. The participants of the public hearing also pointed out the large number of petitions and the magnitude of the consequences of the privatisation process brought to light in the submitted petitions, and that the competent state authorities should, within their scope, investigate the privatisation process, primarily in the cases mentioned in the petitions, so that the privatisation process might be analysed from a legally adequate level.

Considering all this, the Committee believes that the competent state authorities should investigate the privatisation process primarily in the cases mentioned in the petitions submitted to the Committee. That should be done so that the privatisation process might be analysed from a, first of all, legally adequate level. That would help remove the negative occurrences the process caused in some cases, primarily in the spheres of labour, employment and social and pension benefits.

The abovementioned activities would at the same time enable an adequate understanding of the positive regulations and the manner and perspective for possible amendments and modifications to them.

In addition, the Committee would like to point out that some specific actions by the Committee based on certain petitions relating to some cases of unsuccessful privatisation have contributed to finding adequate solutions i.e. certain positive effects, so it would continue its activities to that end so as to be able to contribute to a successful overcoming of the problems arisen in the privatisation process in some cases.
