Intensification and Improvement of Medical and PE and Children's Health

The Ministry of Education, Ministry of Sport and the Ministry of Health, using the expertise, experience and strength of their institutions, through defined tasks and obligations, are jointly launching a pilot project entitled “Every Child Has the Right to Grow Healthy!”, starting 1 September 2023, to be implemented in certain public institutions of education and upbringing as part of an expanded one-shift work, for almost 3000 students of primary and secondary schools throughout the Republic of Serbia.


The project will be implemented through more intensive and improved teaching of physical and health education, including mandatory systematic health examinations, i.e. sports medical examinations, for every child within the framework of the pilot project. This is set out in the Memorandum signed by the ministries of education, sport and health in the National Assembly of the Republic of Serbia, at the initiative of the Parliamentary Subcommittee on Sports.

In the 2023/2024 school year, the pilot project “Every Child Has the Right to Grow Healthy!”, will be implemented in primary and secondary schools that carry out single-shift work in 70 classes of the first cycle and in 30 of the second cycle of primary education and upbringing, as well as in 20 classes in secondary education and upbringing. The realisation of the first cycle in primary education and upbringing includes the joint planning and work of classroom teachers and teachers of physical and health education, through the implementation of two additional lessons to be conducted by PE teachers. Students, participants of this pilot project, who attend primary education and upbringing will have five PE lessons a week, while secondary school students will have four lessons a week.

Also, from September 2023, public forums will be held throughout Serbia in the form of public parent meetings where the importance of physical education and its impact on children's health will be promoted, as well as the importance of regular sports examinations and children's health-related habits.

In addition to the Subcommittee on Sports, headed by MP Tanja Medved, the promotion team would include, in addition to the Ministry of Education, by PE professors and teachers, in addition to the Ministry of Sports, by top athletes, coaches, sports experts, and in addition to the Ministry of Health, sports medicine specialists and paediatricians.

The pilot project would prepare the transition of the entire school system to an intensified form of physical education classes from the 2024/25 school year. All state bodies and all institutions from the sphere of education, sports and medicine would be involved in its implementation, each with its own task, in accordance with its competences.

In order to establish a stronger and strategic system of physical culture and sports from preschool age to top sports, with special reference to the age of 7 to 11 years, the Ministry of Education will form a Working Group by 15 September, which will be made up of representatives of all three ministries signatories of the Memorandum, together with a representative of the Parliamentary Committee on Education, Science, Technological Development and the Information Society and a representative of the Parliamentary Subcommittee on Sports as the chairman of the working group.

"The working group will work on developing a more favourable and functional work with young people of school age. This will be achieved by establishing a strong sports-educational platform, which will provide efficient, safe and transparent physical and sports training for young people, with which we will develop as a strong and healthy nation, which will in turn enable the development of young people to their full potential, as well as all the necessary ways of learning habits related to health, including regular control of the development of the physical fitness of young people from preschool age and primary schools, with special reference to lower primary school age from 7 to 11 years, up to university. The goal for the implementation of the strategic work system on the entire school system is the beginning of the 2024/2025 school year.
Professional, scientific and methodological approach are the only solutions to all problems. But they must be respected by each of us in the first place and have confidence in the profession that leads it, and we do have top professionals in many areas.

And finally, I would like to point out that starting from physical education, then through amateur or professional sports or recreation, it is essential that sport be an important factor in our society and have immeasurable values for each of us," said Tanja Medved.
