Hungarian Parliamentary Delegation Visits National Assembly

A delegation of the Hungarian Parliament’s Committee on Immunities, Incompatibility and Mandate, headed by its Chairman Dr György Rubovszky, spoke today, at the National Assembly House, in separate meetings, with the members of the Committee on Constitutional and Legislative Issues and the Chairman and members of the Committee on Administrative, Budgetary, Mandate and Immunity Issues.


Greeting the Hungarian parliamentarians, Deputy Chairman of the Committee on Constitutional and Legislative Issues Srdjan Mikovic commended the existing cooperation between the two parliaments and briefed the Hungarian guests on the Committee’s scope, the relationship between the National Assembly and the Constitutional Court and the key characteristics of the legal system and legislative process in the Republic of Serbia. He stressed that, so as to further improve the legislative process, a procedure has been launched to pass a resolution on legislative policy, signed by 25 MPs from all the political parties.
The Chairman of the Committee on Immunities, Incompatibility and Mandate, Dr György Rubovszky, said that Hungary had recently passed a new Constitution and that the Parliament had for the first time in its operation passed a special law. He briefed his hosts on the scope and role of the Committee on Immunities, Incompatibility and Mandate and the relationship between the Parliament and the Constitutional Court, saying that they have no operative connection, but the Parliament has an ombudsman who has the right to address the Constitutional Court and ask for an assessment of constitutionality.
Taking part in the discussion, Nedjo Jovanovic, member of the Committee on Constitutional and Legislative Issues, pointed out how important it would be to establish direct cooperation between the parliamentary committees as it would provide the opportunity to exchange opinions and experiences about how the parliaments operate and supervise the functioning of the executive. He particularly focused on the parliament’s role in Serbia’s approach to the EU, stressing that the National Assembly is hard at work on harmonising domestic and European legislation. Jovanovic hopes that Hungary will recognise the efforts Serbia expends on Euro-integration and that Serbia will continue to enjoy Hungary’s support on its road to the EU.

In a separate meeting, the Chairman of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, Zoran Babic, informed the members of the Hungarian delegation about the Committee’s scope, particularly emphasising the Committee’s role in the preparation of the MPs’ Code of Conduct which, he stressed, will be the first document of this kind in the region. Babic also added that the National Assembly is in the midst of implementing e-Parliament and will soon be live streaming all committee sittings on the Internet, which will increase the supreme legislative body’s transparency.
The head of the Hungarian delegation, György Rubovszky, presented the work of the Committee on Immunities, Incompatibility and Mandate, and briefed the hosts on the initiative to reduce the number of MPs at the Hungarian Parliament.
The officials also discussed the manner in which the mandates of the two parliaments’ MPs are regulated, the transparency of the MPs’ income and Serbia’s Euro-integration process.
The members of the Hungarian parliamentary delegation showed support for the effort Serbia is making in its progress toward the European Union, which, they opined, calls for tough decisions.
The meeting was also attended by MPs Olgica Batic, Miroljub Stojcic, Igor Becic, Momo Colakovic, Vladimir Ilic, Miodrag Djidic and Branislav Blazic.
