Hundred and Twenty-Second Sitting of the Legislative Committee
At the sitting held on 23 May, the Legislative Committee members exchanged opinions with the representatives of the OSCE Office for Democratic Institutions and Human Rights on project “Comprehensive Assessment of the Legal Drafting System”.
The representatives of the OSCE Office for Democratic Institutions and Human Rights, Marta Achler, Yevgenia Avetisova, John Bates, Luzius Mader and Oliver Nikolic were interested in the work of the Legislative Committee and some of the particulars of the legislative procedure, especially the relation between the National Assembly and the Government in proposing and adopting laws. They stressed that in June they would submit a report on the comprehensive assessment and then commence preparing recommendations for the implementation of the legislative drafting reform.
Committee Chairman Vlatko Ratkovic briefed the guests on all the stages of law adoption and stressed the importance of the role of the competent Legislative Committee in the creation and adoption of laws, particularly in the adoption of the Uniform Methodological Rules for Legislative Drafting. He stated that in the current convocation the National Assembly adopted about 600 laws, most of which (about 95%) were proposed by the Government. He also spoke about the National Assembly’s cooperation with the Constitutional Court.
Committee member Srdjan Mikovic pointed out the important role the Legislative Committee played in the adoption of the Law on the National Assembly, Rules of Procedure and Uniform Methodological Rules for Legislative Drafting and creation of the conditions conducive to the inclusion of a higher number of deputies into the legislative process.
