German Federal Finance Ministry Representative Visits National Assembly

The Head of the PFG with Germany Vesna Markovic and the Chairperson of the Committee on Finance, State Budget and Control of Public Spending Dr Aleksandra Tomic met today with Martin Heipertz, representative of the German Federal Ministry of Finance, to discuss the economic reforms and fiscal consolidation in Serbia, harmonization of Serbian and European financial legislation, economic cooperation between Serbia and Germany and future financing of the EU.


The Head of the PFG with Germany Vesna Markovic said that EU accession is Serbia’s chief foreign policy goal, one that all of Serbia’s institutions have bent their efforts toward achieving. She informed the representative of the German Federal Ministry of Finance about the European Integration Committee’s role in the accession process, especially as regards establishing Serbia’s negotiation positions for each chapter and controlling the country’s legislative harmonization with the acquis.

Markovic also spoke about the economic cooperation between Serbia and Germany seeing how German companies in Serbia employ over 30,000 people. She said that the Serbian economy could greatly profit from the establishment of a customs union in the Balkans, hoping that this could be one of the topics of the coming London summit under the auspices of the Berlin Process. She also hoped that Germany would invest into the development of new technologies in Serbia, especially the IT sector, which would help expand the two countries’ cooperation.

“EU accession and the establishment of a customs union in the Balkans are closely connected because Serbia wants to become an EU member state with a stable economy. Also, a customs union is no replacement for the European integration process, but a shortcut to the EU”, said the Head of the PFG with Germany.

The Chairperson of the Committee on Finance, State Budget and Control of Public Spending Dr Aleksandra Tomic said the fact that Chapter 32 (financial control) and Chapter 5 (public procurement) were among the first to be opened in the EU negotiations process is testament to the good cooperation with the European Commission and Serbia’s progress in these areas. Negotiation positions have also been prepared for Chapter 29 (customs union) and Chapter 33 (financial and budgetary provisions). She said that Serbia has come a long way in terms of harmonization of its financial legislation with the EU which has set the groundwork for the realization of the idea of a customs union in the Balkans, which would in turn create a single market and enable the free flow of goods and services.

“A single market in the Balkans is an important issue for the EU, and we believe for the Federal Republic of Germany itself”, said Tomic.

Martin Heipertz, representative of the German Federal Ministry of Finance in charge of issues concerning the future of the EU and Brexit, briefed his hosts on the new post-Brexit concept of EU budgeting. He opined that the existing financing model would no longer be applicable and that Brexit is an opportunity for reform, meaning primarily restructuring and qualitative change i.e. combining public finance, credit and private financing. He said that the new EU financing model would be applied to non-members as well and that the European Investment Bank would play an important role in the process.
