Fourth Sitting of the Culture and Information Committee

At the sitting held on 6 December, the Culture and Information Committee considered the National Council for Culture Activity Report for the period July 2011-July 2012.


At the sitting, the Committee members also considered the compliance of article 2 of the Bill on Public Enterprises with the Republic of Serbia media strategy.
The President of the National Council for Culture, Dusko Paunkovic briefed the Committee members on the work of this, newest independent state body, constituted in 2011. The Committee members were informed on the manner of election of Council members, its scope and the activities of the Council’s working groups. In the previous period, the Council met regularly, despite its financial problems, such as the fact that the material and financial status of its members is not regulated, and performed all of its duties, as stipulated by the Law. They stressed that Council’s activities which, among other things, relate to the adoption of a Rulebook on the criteria necessary to gain the status of distinguished artist i.e. distinguished expert in culture and the creation of a working group tasked with drafting a law on the theatre. They also mentioned that the Council is taking part in the drafting of the Cultural Development Strategy. The State Secretary at the Ministry of Culture and Information informed the participants that all legal activities as regards the regulation of the material and financial status of the members of the National Council for Culture have been set in motion.
Following a discussion among the Committee members, representatives of the National Council for Culture and representatives of the Ministry of Culture and Information, the Committee decided to adopt the National Council for Culture Activity Report for the period July 2011-July 2012.
In the continuation, the Committee went on to consider the compliance of article 2 of the Bill on Public Enterprises with the Republic of Serbia media strategy. Regarding the matter, MP Zoran Babic informed the Committee members that the Committee on the Economy, Regional Development, Trade, Tourism and Energy will be discussing, at its sitting, two amendments, to articles 2 and 65 of the Bill on Public Enterprises, which will eliminate any uncertainties as regards the creation of public enterprises in the sphere of information. Besides the Committee members and the representatives of the Ministry of Culture and Information, representatives of Serbian media associations also took part in the debate on the topic. The debate also focused on the status of public journals employing national minority languages, as well as the need to harmonise the laws adopted by the Republic of Serbia with one another.
