Serbia is on a good road to gain a positive opinion from the European Commission as regards its accession to the European Union and candidacy status on 12 October, and maybe even a date for the beginning of the accession negotiations, said Deputy Prime Minister in charge of European integration Bozidar Djelic at the European Integrations Committee sitting held on 27 July.
Deputy Prime Minister Djelic explained the Report on the implementation of the Action Plan to meet the recommendations set out in the European Commission’s 2010 Annual Report aimed at speeding up the process of gaining candidacy status and the reports on the implementation of the second amended and modified National Programme for the integration of the Republic of Serbia into the European Union (NPI) for the period January-March and April-June 2011.
Speaking of the results of the Government and National Assembly, Deputy Prime Minister Djelic said that, by the end of the second quarter, 73% of the Action Plan has been fulfilled, and 82% National Programme, which is a good result. He reminded that Serbia has fully met its obligations to the Hague Tribunal and some important laws from the so-called European agenda have been adopted such as the Law on Financing Political Activities and amendments to the Law on Election of Deputies which abolished blank resignations. He added that a large number of agricultural and environmental laws have also been passed.
Djelic said that judiciary reform is still underway, as are the anti-corruption efforts and combating organised crime. The work of independent regulatory bodies and public procurements have also shown signs of progress.
The number of false asylum-seekers has been reduced this year which in turn reduces the pressure to the country’s visa-free regime, said Deputy Prime Minister Djelic. He announced that the draft laws on public property and restitution would be put on public debate in August and the National Assembly would rule on them in September.
The dialogue between Belgrade and Pristina is greatly impeded and might be threatened only by Pristina’s one-sided moves, said Djelic stressing that the last two such attempts had been condemned by both the EU and USA. In the continuation, the dialogue should address the issues of the customs stamp and presentation of Kosovo-Metohija at regional forums.
The Committee members asked how far the drafting of the by-laws whose adoption is a pre-condition for the implementation of laws has come. They estimated that even with the EU’s help, the judiciary reform has shown no progress. They also said that the dialogue between Belgrade and Pristina shows no results and the negotiations are leading toward a gradual recognition of the independence of Kosovo-Metohija.
Director of the Serbian EU Integration Office Milica Delevic said that a recent analysis showed which by-laws have been passed and that the largest number of acts was passed by the ministries of agriculture, water management and forestry and the environment, mining and spatial planning.
Djelic stressed that Serbia is clearly determined to continue the dialogue with Pristina so as to find lasting solutions to the open issues and assist the citizens living in the province.
The Committee decided to organise a public hearing on the draft law on restitution in late August.
The sitting was chaired by Laszlo Varga, Committee Chairman.
