First Session of First Regular Sitting in 2002 Convened

The Chairperson of the National Assembly of the Republic of Serbia Nataša Micic convened the First Session of the First Regular Sitting of the National Assembly of the Republic of Serbia in the year 2002 for Wednesday 20 March, beginning at 10 in the morning.


The Chairperson of the National Assembly of the Republic of Serbia Nataša Micic convened the First Session of the First Regular Sitting of the National Assembly of the Republic of Serbia in the year 2002 for Wednesday 20 March, beginning at 10 in the morning.

According to the proposed agenda, the following 17 bills and three proposed decisions will be considered at the sitting:

- Bill on the Extent of Assets and Participation of Municipalities and Cities in the Income Tax and Turnover Tax in 2002, submitted by the Government of the Republic of Serbia;

- University Bill, submitted by the Government of the Republic of Serbia;

- Bill Modifying and Amending the Elementary School Act, submitted by the Government of the Republic of Serbia;

- Bill Modifying and Amending the Secondary School Act, submitted by the Government of the Republic of Serbia;

- Bill Modifying and Amending the Act on State Survey and Land Registry and Registration of Real Estate Titles, submitted by the Government of the Republic of Serbia;

- Bill Modifying and Amending the Act on Public Enterprises and the Performance of Activities of Public Interest, submitted by the Government of the Republic of Serbia;

- Ministries' Bill, submitted by the Government of the Republic of Serbia;

- Misdemeanours' and Magistrates' Bill, submitted by the Government of the Republic of Serbia;

- Bill Modifying the Act on the Execution of Penal Sanctions, submitted by the Government of the Republic of Serbia;

- Associations' Bill, submitted by the Government of the Republic of Serbia;

- Bill Amending the Matriculation Registries' Act, submitted by the Government of the Republic of Serbia;

- Bill on the End-of-Year Balance Sheet of the Budget of the Republic of Serbia, submitted by the Government of the Republic of Serbia;

- Public Acquisitions' Bill, submitted by the Government of the Republic of Serbia;

- Bill on Providing Counter-warranties of the Republic of Serbia to the Federal Republic of Yugoslavia for Securing Loans from the European Union, submitted by the Government of the Republic of Serbia;

- Cultural Heritage Bill, submitted by the Government of the Republic of Serbia;

- Bill Modifying the Act on the Establishment of the Public Enterprise for the Exploration, Production, Processing and Trade in Oil and Natural Gas, submitted by the Government of the Republic of Serbia;

- Proposal of a Decision on the Measures for Animal Health Control in the Republic of Serbia in the Years 2002, 2003 and 2004, submitted by the Government of the Republic of Serbia;

- Proposal of a Decision Withdrawing Immunity for Deputy Božidar Vucurovic, submitted by the Administrative Committee;

- Proposal of a Decision on Deputies Permanently Employed by the National Assembly of the Republic of Serbia, submitted by the Administrative Committee;

- Bill Annulling the Decision of the Government of the People's Republic of Serbia Abolishing the Theological Faculty of the University of Belgrade as a State Institution, submitted by a group of 37 Deputies from the DOS - Dr Vojislav Koštunica - Democratic Party of Serbia Deputies' Group.

The Chairperson of the National Assembly of the Republic of Serbia Nataša Micic, while drafting the agenda for the first session of the first regular sitting of the National Assembly of the Republic of Serbia in 2002, also considered the Proposal for a Vote of Confidence in the Government of the Republic of Serbia, submitted on 11 March by the Serbian Radical Party Deputies' Group.

Having considered the charges set out in the Proposal, the Assembly's Chairperson determined that the written document contained allegations and claims and used expressions not permitted by the provisions of Article 101 Paragraph 3 of the Rules of Procedure of the National Assembly.

Acting according to the Rules of Procedure, Nataša Micic returned the text of the Proposal to the Serbian Radical Party Deputies' Group, stressing that the Proposal would be included in the agenda if the obstacles mentioned are removed as set forth by the National Assembly's Rules of Procedure.

The Chairperson of the National Assembly of the Republic of Serbia Nataša Micic today proposed that the agenda of the First Regular Sitting of the National Assembly of the Republic of Serbia should be supplemented. The Sitting has been convened for Wednesday, 20 March.

The proposed agenda has been supplemented by a Motion for a Vote of No Confidence in the Government of the Republic of Serbia, submitted today by 23 Deputies from the Serbian Radical Party Deputies' Group.

Acting according to the Rules of Procedure, Chairperson Nataša Micic returned the initial text of the Motion to the submitting Deputies' Group, and, as impediments she had pointed out were removed, the Motion has been included in the proposed agenda of the First Sitting.
