First Extraordinary Session of the National Assembly of the Republic of Serbia, 12th Legislature

At the request of 230 MPs, the Speaker of the National Assembly of the Republic of Serbia Ivica Dacic convened the First Extraordinary Session of the National Assembly of the Republic of Serbia, 12th Legislature, for Tuesday, 26 January 2021, starting at 10 am.


Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Samir Tandir, Djordje Milicevic, Danijela Veljovic and Nebojsa Bakarec, proceeded to request information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The request to hold the session specified the following agenda:

  1. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Grand-Duchy of Luxembourg on Exchange and Mutual Protection of Classified Information, submitted by the Government;
  2. Bill on the Confirmation of the Agreement on Transfer of Responsibility for the Provision of Air Transport Services between the Council of Ministers of Bosnia and Herzegovina, Government of the Republic of Serbia and the Government of Montenegro, submitted by the Government;
  3. Bill on the Confirmation of the Amendments to International Convention on the Harmonized Commodity Description and Coding System, submitted by the Government;
  4. Bill on the Confirmation of the Second Additional Protocol to the Universal Postal Convention, submitted by the Government;
  5. Bill on the Confirmation of the Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Islamic Republic of Iran in the Field of Plant Protection and Plant Quarantine, submitted by the Government;
  6. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Russian Federation on Cooperation in the Fight Against Terrorism, submitted by the Government;
  7. Proposal of the Decision on the election of judges to judicial office for the first time, submitted by the High Judicial Council;
  8. Proposal of the Decision on the election of judges to judicial office for the first time, submitted by the High Judicial Council;
  9. Proposal of the Decision to Grant Consent to the Securities Commission 2021 Financial Plan, submitted by the Committee on Finance, State Budget and Control of Public Spending;
  10. Regulatory Agency for Electronic Communication and Postal Services (RATEL) 2019 Activity Report, accompanied by a Conclusion Proposal of the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications;
  11. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Socialist Party of Serbia Parliamentary Group.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint single debate on items 1 to 6 on the agenda, joint single debate on items 7 and 8 on the agenda and a joint single debate on items 9 to 11 on the agenda of the session.

The bills listed as items 1 to 6 on the agenda were presented by Minister of Agriculture, Forestry and Water Management Branislav Nedimovic and Minister of the Interior Aleksandar Vulin as representatives of the submitter.

By the end of the workday the National Assembly completed the joint single debate on items 1 to 6 on the agenda.

On the second day of the proceedings, 27 January, the National Assembly conducted and concluded a joint single debate on items 7 and 8 on the agenda of the session.

On the third day of the proceedings, 28 January 2021, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Milija Miletic, Aleksandar Markovic, Selma Kucevic, Zagorka Aleksic, Rozalia Okresz and Dijana Radovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then completed a joint single debate on items 9 to 11 on the agenda of the session viz. the Proposal of the Decision to Grant Consent to the Securities Commission 2021 Financial Plan, submitted by the Committee on Finance, State Budget and Control of Public Spending, Regulatory Agency for Electronic Communication and Postal Services (RATEL) 2019 Activity Report, accompanied by a Conclusion Proposal of the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications, and the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Socialist Party of Serbia Parliamentary Group.

The proposed acts were presented by representatives of the submitters, Director of the Regulatory Agency for Electronic Communication and Postal Services Dragan Kovacevic and President of the Securities Commission Marko Jankovic.

As the National Assembly had completed the debate on all the items on the agenda, and after the parliamentary questions held on the last Thursday of the month, National Assembly Speaker Ivica Dacic set Thursday, 28 January 2021, as Voting Day on all the items on the agenda of the First Extraordinary Session of the National Assembly of the Republic of Serbia, 12th Legislature, starting at 7.05 pm.

Voting Day

On Voting Day, 28 January 2021, the National Assembly passed the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Grand-Duchy of Luxembourg on Exchange and Mutual Protection of Classified Information, Bill on the Confirmation of the Agreement on Transfer of Responsibility for the Provision of Air Transport Services between the Council of Ministers of Bosnia and Herzegovina, Government of the Republic of Serbia and the Government of Montenegro, Bill on the Confirmation of the Amendments to International Convention on the Harmonized Commodity Description and Coding System, Bill on the Confirmation of the Second Additional Protocol to the Universal Postal Convention, Bill on the Confirmation of the Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Islamic Republic of Iran in the Field of Plant Protection and Plant Quarantine, and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Russian Federation on Cooperation in the Fight Against Terrorism, submitted by the Government.

The National Assembly also adopted two decision proposals on the election of judges to judicial office for the first time, submitted by the High Judicial Council.

On Voting Day, the MPs also passed the Proposal of the Decision to Grant Consent to the Securities Commission 2021 Financial Plan, submitted by the Committee on Finance, State Budget and Control of Public Spending, Regulatory Agency for Electronic Communication and Postal Services (RATEL) 2019 Activity Report, accompanied by a Conclusion Proposal of the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications, and the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Socialist Party of Serbia Parliamentary Group.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Ivica Dacic concluded the First Extraordinary Session of the National Assembly of the Republic of Serbia, 12th Legislature.
