Fifth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2021

The Speaker of the National Assembly of the Republic of Serbia Ivica Dacic convened the Fifth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2021, for Tuesday, 30 March 2021, starting at 10 am.


Before adopting the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Samir Tandir, Mirsad Hodzic, Natasa Mihailovic-Vacic, MA Akos Ujhelyi, Snezana Paunovic and Prof. Dr Dragoljub Ackovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly proceeded to adopt the following agenda:

  1. Bill amending the Law on the 2021 Census of Population, Households and Dwellings, submitted by the Government;
  2. Bill on Museum Activity, submitted by the Government;
  3. Bill amending the Law on Judges, submitted by MPs Djordje Komlenski, Marijan Risticevic, Ana Karadzic and Bojan Torbica;
  4. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Council of Ministers of Bosnia and Herzegovina concerning the maintenance and reconstruction of road interstate bridges between the Republic of Serbia Bosnia and Herzegovina, submitted by the Government;
  5. Proposal of the Decision on Declaration of Old and Rare Library Material as Cultural Heritage of Exceptional Importance, submitted by the Government, and
  6. Proposal of the Decision on the termination of office of President of the Misdemeanour Court in Negotin, Basic Court in Krusevac and Basic Court in Novi Pazar, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle and single debate on items 2 and 5, and a joint debate in principle and single debate on items 3 and 6 on the agenda.

The National Assembly commenced a debate in principle on item 1 on the agenda - Bill amending the Law on the 2021 Census of Population, Households and Dwellings, submitted by the Government.

The Bill was presented by Deputy Prime Minister and Minister of Agriculture, Forestry and Water Management Branislav Nedimovic.

By the end of the day, the National Assembly concluded the debate in principle on item 1 on the agenda.

On the second day of the proceedings, 31 March, the National Assembly Speaker informed the MPs that, after consultation with representatives of the Ministry and the Government, submitters Djordje Komlenski, Marijan Risticevic, Ana Karadzic and Bojan Torbica withdrew the Bill amending the Law on Judges, item 3 on the agenda which was supposed to be considered within the joint debate in principle and single debate of items 3 and 6 on the agenda.

The National Assembly went on to commence a joint and single debate on Bill on Museum Activity and the Proposal of the Decision on Declaration of Old and Rare Library Material as Cultural Heritage of Exceptional Importance.

The Bill and Decision Proposal were presented by Deputy Prime Minister and Minister of Culture and Information Maja Gojkovic.

For the remainder of the day the National Assembly conducted and then concluded the joint and single debate on items 2 and 5 on the agenda.

On the third day of the proceedings, 1 April, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Milija Miletic, Djordje Milicevic and Stefan Srbljanovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

In the course of the workday the National Assembly commenced and completed a single debate on Proposal of the Decision on the termination of office of President of the Misdemeanour Court in Negotin, Basic Court in Krusevac and Basic Court in Novi Pazar.

On the fourth day of the proceedings, 6 April, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Samir Tandir, MA Akos Ujehelyi, Djordje Milicevic and Prof. Dr Vladimir Marinkovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly proceeded to commence the single debate on the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Council of Ministers of Bosnia and Herzegovina concerning the maintenance and reconstruction of road interstate bridges between the Republic of Serbia Bosnia and Herzegovina.

On behalf of the submitter, the Bill was presented by Minister of Construction, Transport and Infrastructure Tomislav Momirovic.

By the end of the day the National Assembly concluded the single debate on the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Council of Ministers of Bosnia and Herzegovina concerning the maintenance and reconstruction of road interstate bridges between the Republic of Serbia Bosnia and Herzegovina.

On the fifth day of the proceedings, 7 April 2021, the National Assembly completed a debate in detail on the Bill amending the Law on the 2021 Census of Population.

As the National Assembly had completed the debate on all the items on the agenda, the Chair, National Assembly Deputy Speaker Elvira Kovacs set Wednesday, 7 April 2021, as Voting Day on all the items on the agenda of the Fifth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2021, starting at 5.15 pm.

Voting Day

On Voting Day, 7 April 2021, the National Assembly passed the Bill amending the Law on the 2021 Census of Population, Households and Dwellings, Bill on Museum Activity, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Council of Ministers of Bosnia and Herzegovina concerning the maintenance and reconstruction of road interstate bridges between the Republic of Serbia Bosnia and Herzegovina, as well as the Proposal of the Decision on Declaration of Old and Rare Library Material as Cultural Heritage of Exceptional Importance, submitted by the Government.

The MPs went on to adopt the Proposal of the Decision on the termination of office of President of the Misdemeanour Court in Negotin, Basic Court in Krusevac and Basic Court in Novi Pazar, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Ivica Dacic concluded the Fifth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2021.
