Fifth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2018

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Fifth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2018, for Monday, 14 May, starting at 10 am.


The National Assembly adopted the following agenda:

  1. Bill on Special Conditions for Realization of Project Housing Construction for Members of the Security Forces, submitted by the Government;
  2. Bill amending and modifying the Law on Navigation and Ports on Inland Waterways, submitted by the Government;
  3. Bill on Procedure for Registration into Real Estate and Power Lines Cadastre, submitted by the Government;
  4. Bill amending and modifying the Law on Road Transport of Goods, submitted by the Government;
  5. Bill amending and modifying the Law on Road Transport of Passengers, submitted by the Government;
  6. Bill on Roads, submitted by the Government;
  7. Bill on Railway, submitted by the Government;
  8. Bill on Railway Safety, submitted by the Government;
  9. Bill on Interoperability of the Railway System, submitted by the Government;
  10. Bill on Central Register of Real Owners, submitted by the Government;
  11. Bill amending and modifying the Law on Mediation in Trade and Lease of Real Estate, submitted by the Government;
  12. Bill amending and modifying the Law on the Freezing of Assets for the Aim of Preventing Terrorism, submitted by the Government;
  13. Bill amending and modifying the Law on Road Traffic Safety, submitted by the Government;
  14. Bill on the Confirmation of the Protocol amending Article 50(a) of the Convention on International Civil Aviation and Protocol amending Article 56 of the Convention on International Civil Aviation, submitted by the Government;
  15. Bill on the Confirmation of the 2004 International Convention for the Control and Management of Ship Ballast Water and Sediments, submitted by the Government;
  16. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Moldova on International Road Transport, submitted by the Government;
  17. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Council of Ministers of Bosnia and Herzegovina on International Road Transport of Passengers and Goods, submitted by the Government;
  18. Bill on the Confirmation of the Air Transport Agreement between the Government of the Republic of Serbia and the Government of the Kingdom of Morocco, submitted by the Government;
  19. Bill on the Confirmation of the Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Turkey in the Field of Urban Planning, submitted by the Government;
  20. Bill on the Confirmation of the Air Transport Agreement between the Government of the Republic of Serbia and the Government of the Republic of Tunisia, submitted by the Government;
  21. Proposal of the Decision on the Establishment of a Commission to Investigate the Consequences of the NATO 1999 Bombing on the Health of the Citizens of Serbia, as well as the Environment, with a Special Focus on the Impact of the Depleted Uranium Projectiles, submitted by National Assembly Speaker Maja Gojkovic; and
  22. Proposal of the Decision to Grant Consent to the Republic of Serbia Energy Agency 2018 Financial Plan, submitted by the Committee on Finance, State Budget and Control of Public Spending.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle and single debate on items 1 to 20 and item 22 on the agenda.

On the second day, 15 May, before commencing the proceedings the heads i.e. authorised representatives of the parliamentary groups, MPs Dr Dijana Vukomanovic, Aleksandar Stevanovic, Miroslav Aleksic, Marija Janjusevic, Natasa Micic, Dr Branislav Mihajlovic, Dr Muamer Bacevac, Jovan Jovanovic, Milorad Mircic, Radoslav Milojicic, Marijan Risticevic, Stefana Miladinovic and Zeljko Susec requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The Chair, National Assembly Deputy Speaker Djordje Milicevic greeted, on the behalf of the MPs and himself, the delegation of the Chinese National People's Congress headed by Vice-Chairperson Cao Jianming who followed part of the National Assembly sitting from the gallery of the Grand Hall.

The National Assembly went on to commence a joint debate in principle and single debate on items 1 to 20 and item 22 on the agenda.

The bills were presented by Deputy Prime Minister and Minister of Construction, Transport and Infrastructure Prof. Dr Zorana Mihajlovic as representative of the submitter.

On the third day of the proceedings, 16 May, pursuant to Article 133 of the Constitutions of the Republic of Serbia, Article 23, paragraph 2 of the Law on Government and Article 279 of the National Assembly Rules of Procedure, the National Assembly noted that Minister of Finance Dr Dusan Vujovic had resigned and that his term of office as Minister of Finance was terminated of the of on the day of his resignation.

The National Assembly went on to conduct and conclude the joint debate in principle and single debate on items 1 to 20 and item 22 on the agenda.

On the fourth day, 17 May, before commencing the proceedings the heads i.e. authorised representatives of the parliamentary groups, MPs Miljan Damjanovic, Mirjana Dragas, Djordje Vukadinovic, Nenad Bozic, Marinika Tepic, Dragan Vesovic, Milija Miletic, Zoran Zivkovic, Gordana Comic, Boban Birmancevic and Miroslav Aleksic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly conducted a single debate on item 21 on the agenda - Proposal of the Decision on the Establishment of a Commission to Investigate the Consequences of the NATO 1999 Bombing on the Health of the Citizens of Serbia, as well as the Environment, with a Special Focus on the Impact of the Depleted Uranium Projectiles.

On the fifth day of the proceedings, 18 May, the National Assembly continued and by the end of the day completed the single debate on item 21 on the agenda - Proposal of the Decision on the Establishment of a Commission to Investigate the Consequences of the NATO 1999 Bombing on the Health of the Citizens of Serbia, as well as the Environment, with a Special Focus on the Impact of the Depleted Uranium Projectiles.

Pursuant to article 168, paragraph 3, of the National Assembly Rules of Procedure, by majority vote, the National Assembly included into the agenda the Proposal of the Decision amending the Decision on the Establishment of the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, submitted by the Serbian Radical Party Parliamentary Group and the Proposal of the Decision amending the Decision on the Establishment of the Composition of the Stabilisation and Association Parliamentary Committee, submitted by the Serbian Radical Party Parliamentary Group, as items 23 and 24.

As the National Assembly had completed a joint single debate on items 14 to 24 on the agenda, the Chair, National Assembly Speaker Maja Gojkovic set Friday, 18 May, as Voting Day on items 14 to 24 on the agenda for the Fifth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2018, starting at 3.15 pm.

On Voting Day, 18 May, the National Assembly passed the Bill on the Confirmation of the Protocol amending Article 50(a) of the Convention on International Civil Aviation and Protocol amending Article 56 of the Convention on International Civil Aviation, Bill on the Confirmation of the 2004 International Convention for the Control and Management of Ship Ballast Water and Sediments, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Moldova on International Road Transport, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Council of Ministers of Bosnia and Herzegovina on International Road Transport of Passengers and Goods, Bill on the Confirmation of the Air Transport Agreement between the Government of the Republic of Serbia and the Government of the Kingdom of Morocco, Bill on the Confirmation of the Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Turkey in the Field of Urban Planning, and the Bill on the Confirmation of the Air Transport Agreement between the Government of the Republic of Serbia and the Government of the Republic of Tunisia, submitted by the Government.

The MPs went on to pass the Proposal of the Decision to Grant Consent to the Republic of Serbia Energy Agency 2018 Financial Plan, submitted by the Committee on Finance, State Budget and Control of Public Spending, as well as the Proposal of the Decision amending the Decision on the Establishment of the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions and the Proposal of the Decision amending the Decision on the Establishment of the Composition of the Stabilisation and Association Parliamentary Committee, submitted by the Serbian Radical Party Parliamentary Group.

On the sixth day of the proceedings, 21 May, the National Assembly commenced a debate in detail on item 1 on the agenda.

The sitting was attended by Deputy Prime Minister and Minister of the Interior Dr Nebojsa Stefanovic as representative of the submitter and associates from the Ministry of Construction, Transport and Infrastructure.

The National Assembly conducted the debate in detail on the Bill on Special Conditions for Realization of Project Housing Construction for Members of the Security Forces for the remainder of the workday.

On the seventh day, 22 May, before commencing the proceedings the heads i.e. authorised representatives of the parliamentary groups, MPs Jovan Jovanovic, Djordje Vukadinovic, Dr Ana Stevanovic, Tatjana Macura, Miroslav Aleksic, Marija Janjucevic, Grozdana Banac, Aleksandar Seselj, Miletic Mihajlovic, Marijan Risticevic, Goran Pekarski and Gordana Comic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly continued the debate in detail on the Bill on Special Conditions for Realization of Project Housing Construction for Members of the Security Forces and conducted it for the remainder of the workday.

On the eighth day of the proceedings, 23 May, the National Assembly continued and by the end of the day concluded the debate in detail on the Bill on Special Conditions for Realization of Project Housing Construction for Members of the Security Forces.

The National Assembly also completed a debate in detail on the Bill amending and modifying the Law on Navigation and Ports on Inland Waterways, Bill on Procedure for Registration into Real Estate and Power Lines Cadastre, Bill amending and modifying the Law on Road Transport of Goods, Bill amending and modifying the Law on Road Transport of Passengers, Bill on Roads and the Bill on Railway.

On the ninth day, 24 May, before commencing the proceedings the heads i.e. authorised representatives of the parliamentary groups, MPs Djordje Vukadinovic, Milija Miletic, Natasa Sp. Jovanovic, Marjana Maras, Dr Branislav Mihajlovic, Bosko Obradovic and Aleksandar Markovic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly went on to complete a debate in detail on the Bill on Railway Safety, Bill on Interoperability of the Railway System, Bill on Central Register of Real Owners, Bill amending and modifying the Law on Mediation in Trade and Lease of Real Estate, Bill amending and modifying the Law on the Freezing of Assets for the Aim of Preventing Terrorism and the Bill amending and modifying the Law on Road Traffic Safety.

On the tenth day of the proceedings, 25 May, pursuant to Article 168, paragraph 3 of the National Assembly Rules of Procedure, by majority vote, the National Assembly included the Proposal of the Decision on the Election of Members of the Commission to Investigate the Consequences of the NATO 1999 Bombing on the Health of the Citizens of Serbia, as well as the Environment, with a Special Focus on the Impact of the Depleted Uranium Projectiles, submitted by MP doc.Dr Darko Laketic, as item 25 on the agenda for the Fifth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2018.

As the National Assembly completed a single debate on said item, National Assembly Speaker Maja Gojkovic set Friday, 25 May, as Voting Day on item 25 on the agenda for the Fifth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2018, starting at 10.45 am.

On Voting Day, 25 May, the MPs adopted the Proposal of the Decision on the Election of Members of the Commission to Investigate the Consequences of the NATO 1999 Bombing on the Health of the Citizens of Serbia, as well as the Environment, with a Special Focus on the Impact of the Depleted Uranium Projectiles.

As the National Assembly had completed the debate on items 1 to 13 on the agenda, National Assembly Speaker Maja Gojkovic set Friday, 25 May, as Voting Day on items 1 to 13 on the agenda for the Fifth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2018, starting at 10.46 am.

On Voting Day, 18 May, the National Assembly passed the Bill on Special Conditions for Realization of Project Housing Construction for Members of the Security Forces, Bill amending and modifying the Law on Navigation and Ports on Inland Waterways, Bill on Procedure for Registration into Real Estate and Power Lines Cadastre, Bill amending and modifying the Law on Road Transport of Goods, Bill amending and modifying the Law on Road Transport of Passengers and the Bill on Roads.

The Chair, National Assembly Deputy Speaker Veroljub Arsic greeted, on the behalf of the MPs and himself, the President of the Inter-Parliamentary Union Gabriela Cuevas Barron who followed part of the National Assembly sitting.

The MPs went on to pass the Bill on Railway, Bill on Railway Safety, Bill on Interoperability of the Railway System, Bill on Central Register of Real Owners, Bill amending and modifying the Law on Mediation in Trade and Lease of Real Estate, Bill amending and modifying the Law on the Freezing of Assets for the Aim of Preventing Terrorism and the Bill amending and modifying the Law on Road Traffic Safety.

On Voting Day the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Deputy Speaker Veroljub Arsic concluded the Fifth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2018.
