Fifth Sitting of the Committee on Human and Minority Rights and Gender Equality

At the sitting held on 21 September, the Committee on Human and Minority Rights and Gender Equality reviewed the Ombudsman’s 2015 Regular Annual Report, presented to the Committee members by Ombudsman Sasa Jankovic.


Sasa Jankovic said that 2015 was marked by a lack of economic and legal security. Laws passed by urgent procedure and their uneven implementation resulted in a 28% increase in complaints compared to 2014. The citizens are becoming increasingly more cognizant of the body’s authorities, the complaints are more and more concrete, and contacts with the citizens more efficient, the Ombudsman stated.

The Ombudsman said that the most vulnerable population groups are children and young people, persons with disabilities, the elderly, migrants, internally displaced people, national minorities, detainees, sufferers of serious illnesses, victims of domestic violence, journalists, the LGBT population, as well as the average citizens whose rights and freedoms are jeopardized. The Ombudsman also said that he is unable to perform his constitutional duties on the territory of the Autonomous Province of Kosovo-Metohija and that media freedom is threatened, especially at the level of local self-governments where the media are either under non-transparent ownership or on the brink of suppression and that in practice the reform of media laws has not secured the freedom of the media and the citizens’ right to comprehensive and objective reporting.

The body’s efficiency as regards control has been boosted by 34.5%, but the number of executed recommendations has slightly dropped compared to 2014 to about 86% of the total number. The number of applications against Serbia before the European Count of Human Rights has also decreased, and in 2015 the Court in Strasbourg ruled on 17 applications against Serbia with only one verdict of release.

The Committee will pass the Conclusion on the Ombudsman’s 2015 Regular Annual Report at a subsequent sitting.

The sitting was chaired by Committee Chairman Meho Omerovic and attended by the following Committee members and deputy members: Milena Turk, Nikola Jolovic, Ljibuska Lakatos, Dr Danica Bukvic, Fatmir Hasani, Enis Imamovic, Milanka Jevtovic Vukojicic, Maja Videnovic, Tatjana Macura, Tijana Davidovac, Olivera Ognjanovic, Ljiljana Malusic and MP Dr Vladimir Orlic.
