Eighth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2019

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Eighth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2019, for Monday, 9 December 2019, starting at 10 am.


The National Assembly adopted the following agenda:

  1. Bill on the Confirmation of the Cooperation Agreement between the Republic of Serbia and Eurojust, submitted by the Government;
  2. Bill amending and modifying the Law on Financing Political Activities, submitted by the Government;
  3. Bill amending and modifying the Law on Prevention of Corruption, submitted by the Government;
  4. Bill amending and modifying the Law on Anti-Corruption Agency, submitted by the Government;
  5. Bill amending the Law on Public Enterprises, submitted by the Government and
  6. Proposal of the Decision on the Election of Deputy Ombudsman, submitted by the Ombudsman.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle on items 2, 3, 4 and 5 on the agenda.

The National Assembly commenced and concluded a single debate on item 1 on the agenda - Bill on the Confirmation of the Cooperation Agreement between the Republic of Serbia and Eurojust, presented by Government representative Minister of Public Administration and Local Self-Government Branko Ruzic.

As the National Assembly completed the single debate on item 1 on the agenda, pursuant to Article 87, paragraph 5 of the National Assembly Rules of Procedure which stipulates that the Chair can call a Voting Day immediately after the completion of debate on a bill, the Chair, National Assembly Deputy Speaker Veroljub Arsic set Monday, 9 December, as Voting Day on item 1 on the agenda of the Eighth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2019, Bill on the Confirmation of the Cooperation Agreement between the Republic of Serbia and Eurojust, starting at 2.30 pm

Voting Day on item 1 on the agenda

On Voting Day, 9 December, the National Assembly passed the Bill on the Confirmation of the Cooperation Agreement between the Republic of Serbia and Eurojust, submitted by the Government.

The National Assembly proceeded to commence and for the remainder of the day conduct a joint debate in principle on items 2, 3, 4 and 5 on the agenda - Bill amending and modifying the Law on Financing Political Activities, Bill amending and modifying the Law on Prevention of Corruption, Bill amending and modifying the Law on Anti-Corruption Agency and the Bill amending the Law on Public Enterprises, submitted by the Government.

The bills were presented by Government representative Minister of Public Administration and Local Self-Government Branko Ruzic.

On the second day of the proceedings, 10 December, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Dr Sci.med. Danica Bukvic, Aleksandar Stevanovic, Aleksandar Seselj, Milija Miletic, Djordje Vukadinovic and Srbislav Filipovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly went on to complete a joint debate in principle on items 2, 3, 4 and 5 on the agenda.

On the third day of the proceedings, 11 December, the National Assembly commenced a single debate on the Proposal of the Decision on the Election of Deputy Ombudsman.

By the end of the workday, the National Assembly completed the single debate on item 6 on the agenda.

On the fourth day of the proceedings, 12 December, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Dr Vesna Ivkovic, Prof. Dr Vojislav Seselj, Dr Predrag Jelenkovic, Bojan Torbica and Aleksandar Markovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The MPs went on to commence a debate in detail on the Bill amending and modifying the Law on Financing Political Activities.

By of the day the National Assembly concluded the debate in detail on the Bill amending and modifying the Law on Financing Political Activities., as well as completed a debate in detail on the Bill amending and modifying the Law on Prevention of Corruption, Bill amending and modifying the Law on Anti-Corruption Agency and the Bill amending the Law on Public Enterprises.

As the National Assembly had completed a debate on all the items on the agenda, the Chair, National Assembly Speaker Maja Gojkovic set Friday, 13 December, as Voting Day on items 2 to 6 on the agenda of the Eighth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2019, starting at 11 am.

Voting Day on items 2 to 6 on the agenda

On Voting Day, 13 December, the National Assembly adopted the Bill amending and modifying the Law on Financing Political Activities, Bill amending and modifying the Law on Prevention of Corruption, Bill amending and modifying the Law on Anti-Corruption Agency and the Bill amending the Law on Public Enterprises, submitted by the Government.

The National Assembly also elected Jelena Stojanovic, Dr Natasa Tanjevic and Slobodan Tomic Deputy Ombudspersons at the proposal of the Ombudsman.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on items 2 to 6 on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the Eighth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2019.
