88th Sitting of the Committee on Constitutional and Legislative Issues

At the sitting held on 5 November, the members of the Committee on Constitutional and Legislative Issues considered the amendments submitted to the bills on the agenda of the Third Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2018.


The Committee found three of the 524 amendments submitted to the Bill on Disaster Risk Reduction and Emergency Management not to comply with the Constitution and legal system of the Republic of Serbia while the rest were found to be compliant with the Constitution and legal system of the Republic of Serbia.

Of the 96 amendments submitted to the Bill amending and modifying the Law on Prevention of Violence and Misbehaviour at Sports Events, Committee found 20 not to comply with the Constitution and legal system of the Republic of Serbia.

The Committee found all 24 of the amendments submitted to the Bill amending and modifying the Law on Police to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee also found all 11 of the amendments submitted to the Bill amending and modifying the Law on Road Traffic Safety to be compliant with the Constitution and legal system of the Republic of Serbia.

All 13 of the amendments submitted to the Bill amending and modifying the Law on Detective Activity were found to comply with the Constitution and legal system of the Republic of Serbia.

Of the 16 amendments submitted to the Bill amending and modifying the Law on Private Security, two were found not to comply with the Constitution and legal system of the Republic of Serbia.

The Committee found 20 of the 40 amendments submitted to the Bill amending the Law on Fire Protection not to comply with the Constitution and legal system of the Republic of Serbia.

All of the 10 amendments submitted to the Bill on Critical Infrastructure were found to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found all five of the amendments submitted to the Bill on Testing, Stamping and Marking Firearms, Devices and Ammunition to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee members also found all eight of the amendments submitted to the Bill on Volunteer Firefighting to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found the four amendments submitted to the Bill amending the Law on Organization of Courts to be compliant with the Constitution and legal system of the Republic of Serbia.

All three of the amendments submitted to the Bill amending the Civil Procedure Law were found to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee members found all 124 of the amendments submitted to the Bill on Personal Data Protection compliant with the Constitution and legal system of the Republic of Serbia.

Of the 88 amendments submitted to the Bill amending and modifying the Law on Execution of Non-Custodial Sanctions and Measures, 20 were found not to comply with the Constitution and legal system of the Republic of Serbia.

The Committee found all of the 63 amendments submitted to the Bill on Free Legal Aid to be compliant with the Constitution and legal system of the Republic of Serbia.

All of the 100 amendments submitted to the Bill on Lobbying were found to be compliant with the Constitution and legal system of the Republic of Serbia.

The two amendments submitted to the Bill amending the Law Verification of Signatures, Manuscripts and Transcripts were also found to be compliant with the Constitution and legal system of the Republic of Serbia.

The sitting was chaired by Committee Chairman Djordje Komlenski and attended by the following Committee members and deputy members: Aleksandra Majkic, Vesna Markovic, Nedjo Jovanovic, Vesna Nikolic Vukajlovic, Srbislav Filipovic, Bojan Torbica, Dr Balint Pasztor and Jelena Zaric Kovacevic.
