79th Sitting of the Committee on Constitutional and Legislative Issues

At the sitting held on 21 September, the members of the Committee on Constitutional and Legislative Issues deliberated on 32 proposed acts on the agenda of the 10th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th legislature.


The Committee reviewed the Bill amending and modifying the Law on Pension and Disability Insurance, Proposal of the Decision to Grant Consent to the Decision amending and modifying the Republic Pension and Disability Insurance Fund 2018 Financial Plan, Bill amending and modifying the Law on Higher Education, Bill on Professions of Special Interest for the Republic of Serbia and the Conditions for their Performance, Bill on the Confirmation of the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships, 2009, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of France on Exchange and Mutual Protection of Confidential Information, Bill on the Confirmation of the Decision of the Joint Committee between the EFTA States and the Republic of Serbia 1/2018 amending Protocol B to the Free Trade Agreement between EFTA Member States and the Republic of Serbia defining the “concept of originating products and methods of administrative of cooperation” and the Decision of the Joint Committee between the EFTA States and the Republic of Serbia 2/2018 amending Annex IV of the Free Trade Agreement between EFTA Member States and the Republic of Serbia, Trade Facilitation, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Kyrgyz Republic on Mutual Visa Exemption for Holders of Ordinary Passports, Bill on the Confirmation of the Tourism Cooperation Agreement between the Government of the Republic of Serbia and the Council of Ministers of the Republic of Albania, Bill on the Confirmation of Additional Protocol 5 to the Agreement on Amendment of and the Accession to the Central European Free Trade Agreement and the Central European Free Trade Agreement Joint Committee Decision 3/2015 adopted on 26 November 2015 amending the Central European Free Trade Agreement Joint Committee Decision 3/2013 regarding Annex 4 of the Central European Free Trade Agreement (CEFTA 2006), Protocol Concerning the Definition of the Concept of “Originating Products” and Methods of Administrative Cooperation referred to in Article 14, paragraph 1 and 3 adopted on 20 November 2013, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of San Marino on Avoidance of Double Taxation and Prevention of Tax Evasion with respect to Taxes on Income, Bill on the Confirmation of Protocol I of the Free Trade Agreement between the the Defence Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Tunisia, Bill on the Confirmation of the Agreement between the Republic of Serbia and the Republic of Italy on Facilitating the Application of the European Convention on Mutual Assistance in Criminal Matters of 20 April 1959, Bill on the Confirmation of the Agreement between the Republic of Serbia and the Republic of Italy on Facilitating the Application of the European Convention on Extradition of 13 December 1957, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Turkey on Stimulation and Protection of Investment, Bill on the Confirmation of the Agreement between the Republic of Serbia and the Republic of Kazakhstan on Transfer of Sentenced Persons, Bill on the Confirmation of the Agreement between the Republic of Serbia and the Republic of Kazakhstan on Legal Assistance in Criminal Matters, Bill on the Confirmation of the Extradition Agreement between the Republic of Serbia and the Republic of Kazakhstan, Bill on the Confirmation of the Protocol amending the Agreement between the Government of the Republic of Serbia and the Government of the Russian Federation on Delivery of Natural Gas from the Russian Federation to the Republic of Serbia on 13 October 2012, Bill on the Confirmation of the Economic, Trade and Technical Cooperation Agreement between the Government of the Republic of Serbia and the Government of the State of Qatar, Bill on the Confirmation of the Trade and Economic Cooperation Agreement between the Republic of Serbia and the Republic of Argentina, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and Government of the Republic of Cyprus on Exchange and Mutual Protection of Confidential Information, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and Government of Romania on Mutual Protection of Exchanged Confidential Information, Bill on the Confirmation of the Council of Europe Convention on Cinematographic Co-production (revised), Bill on the Confirmation of the Trade and Economic Cooperation Agreement between the Government of the Republic of Serbia and the Government of Georgia, Bill on the Confirmation of the Acts of the Universal Postal Union, Bill on the Confirmation of the Tourism Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Greece, Bill on the Confirmation of the Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from their Utilization to the Convention on Biological Diversity, Bill on the Confirmation of the Multilateral Agreement among the Countries of South-Eastern Europe for the Implementation of the Convention on Environmental Impact Assessment in a Transboundary Context, Bill on the Confirmation of the International Road Transport Agreement between the Government of the Republic of Serbia and the Government of the Republic of Azerbaijan, and the Bill on the Confirmation of the Social Security Agreement between the Government of the Republic of Serbia and the Government of the People’s Republic of China.

The proposed acts were presented by representatives of the submitters - Ministry of Trade, Tourism and Telecommunications, Ministry of Culture and the Media, Ministry of Environmental Protection, Ministry of Justice, Ministry of Finance, Ministry of Construction, Transport and Infrastructure, Ministry of Foreign Affairs, Ministry of Defence, Ministry of Education, Science and Technological Development, Ministry of Labour, Employment, Veteran and Social Affairs and the Pension and Disability Insurance Fund.

The Committee found all the proposed acts to be compliant with the Constitution and legal system of the Republic of Serbia.

The sitting was chaired by Committee Chairman Djordje Komlenski and attended by the following Committee members and deputy members: Milena Corilic, Jelena Zaric Kovacevic, Vesna Markovic, Srbislav Filipovic, Krsto Janjusevic, Petar Petrovic, Aleksandra Majkic, Nedjo Jovanovic, Balint Pasztor, Bojan Torbica and Gordana Comic.
