73rd Sitting of the Committee on Constitutional and Legislative Issues

At the sitting held on 15 June, the members of the Committee on Constitutional and Legislative Issues deliberated on the amendments submitted to the bills on the agenda of the Seventh Extraordinary Session of the National Assembly of the Republic of Serbia, 11th legislature.


Of the 603 amendments submitted to the Bill amending and modifying the Law on Local Self-Government, the Committee found the 12 amendments submitted to the title of the Bill not to comply with the Constitution and legal system of the Republic of Serbia while the rest were found to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee members found all seven of the amendments submitted to the Bill amending and modifying the Law on State Administration to be compliant with the Constitution and legal system of the Republic of Serbia.

Of the 106 amendments submitted to the Bill amending and modifying the Law on Civil Registry Books, the Committee found the 20 amendments submitted to the title of the Bill and four amendments submitted to articles 1 and 4 not to comply with the Constitution and legal system of the Republic of Serbia. The Committee also rejected the amendment submitted to Article 4 by MP Petar Jojic as incomplete, while the rest of the amendments were found to be compliant with the Constitution and legal system of the Republic of Serbia.

Of the 109 amendments submitted to the Bill amending and modifying the Law on Public Agencies, the Committee found the 20 amendments submitted to the title of the Bill not to comply with the Constitution and legal system of the Republic of Serbia, rejected the amendment submitted to Article 4 by MP Momcilo Mandic, while the rest of the amendments were found to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee members found all 130 of the amendments submitted to the Bill on Salaries of Employees of Public Agencies and Other Organizations Founded by the Republic of Serbia, Autonomous Province or Local Self-Government Unit to be compliant with the Constitution and legal system of the Republic of Serbia.

Of the 163 amendments submitted to the Bill amending and modifying the Law on National Councils of National Minorities, the Committee found 20 not to comply with the Constitution and legal system of the Republic of Serbia and rejected as incomplete the eight amendments submitted to articles 2, 4, 11, 26 with correction, 48, 60 and 68. The rest of the amendments were found to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found that of the 126 amendments submitted to the Bill amending and modifying the Law on Protection of Rights and Freedoms of National Minorities, 20 not to comply with the Constitution and legal system of the Republic of Serbia.

The Committee members found the seven amendments submitted to the Bill amending and modifying the Law on Official Use of Languages and Scripts to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found three of the four amendments submitted to the Bill amending and modifying the Law on Territorial Organization of the Republic of Serbia to be compliant with the Constitution and legal system of the Republic of Serbia, rejecting the amendment to Article 20 submitted by MP Ljibuska Lakatos as unfounded.

The sitting was chaired by Committee Chairman Djordje Komlenski and attended by the following Committee members and deputy members: Milena Corilic, Vesna Markovic, Aleksandra Majkic, Jelena Zaric Kovacevic, Srbislav Filipovic, Krsto Janjusevic, Nedjo Jovanovic, Balint Pasztor and Petar Petrovic.
