68th Sitting of the Committee on Constitutional and Legislative Issues

At the sitting held on 21 May 2018, the members of the Committee on Constitutional and Legislative Issues deliberated on the amendments submitted to the bills on the agenda of the Fifth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2018.


The Committee found all 619 amendments submitted to the Bill on Special Conditions for Realization of Project Housing Construction for Members of the Security Forces, to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found all 206 amendments submitted to the Bill amending and modifying the Law on Navigation and Ports on Inland Waterways, to be compliant with the Constitution and legal system of the Republic of Serbia.

Of the 217 amendments submitted to the Bill on Procedure for Registration into Real Estate and Power Lines Cadastre, the Committee found the amendment to Article 55 not to comply with the Constitution and legal system of the Republic of Serbia, while the amendments submitted to articles 30, 34 and 48 were rejected as incomplete. The rest of the amendments were found to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found all 97 amendments submitted to the Bill amending and modifying the Law on Road Transport of Goods, to be compliant with the Constitution and legal system of the Republic of Serbia.

Of the 54 amendments submitted to the Bill amending and modifying the Law on Road Transport of Passengers, the amendment to Article 1 was found not to comply with the Constitution and legal system of the Republic of Serbia, while the rest did comply with the Constitution and legal system of the Republic of Serbia.

Of the 313 amendments submitted to the Bill on Roads, The Committee members found the amendment to Article 3 not to comply with the Constitution and legal system of the Republic of Serbia, while four amendments were rejected as incomplete. The rest of the amendments were found to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found all 310 amendments submitted to the Bill on Railway, to be compliant with the Constitution and legal system of the Republic of Serbia.

Of the 319 amendments submitted to the Bill on Railway Safety, the amendment to Article 2 was rejected as incomplete, while the rest were found to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found all 113 amendments submitted to the Bill on Interoperability of the Railway System to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee members found all 54 of the amendments submitted to the Bill on Central Register of Real Owners to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found all 12 amendments submitted to the Bill amending and modifying the Law on Mediation in Trade and Lease of Real Estate to be compliant with the Constitution and legal system of the Republic of Serbia.

Of the 21 amendments submitted to the Bill amending and modifying the Law on the Freezing of Assets for the Aim of Preventing Terrorism, the Committee found amendment to Article 6 not to comply with the Constitution and legal system of the Republic of Serbia, while the rest were found to be compliant with the Constitution and legal system of the Republic of Serbia.

Of the 29 amendments submitted to the Bill amending and modifying the Law on Road Traffic Safety, the Committee found two amendments not to comply with the Constitution and legal system of the Republic of Serbia, while the rest were found to be compliant with the Constitution and legal system of the Republic of Serbia.
