65th Sitting of the Committee on Constitutional and Legislative Issues

At the sitting held on 19 April, the members of the Committee on Constitutional and Legislative Issues deliberated on the bills and decision proposals to be discussed at the Fourth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2018.


The Committee members found the Proposal of the Decision on the Adoption of the Annual Plan for the Engagement of the Serbian Armed Forces and Other Defence Forces in Multinational Operations in 2018 and the Proposal of the Decision on the Participation of Serbian Army Personnel in Multinational Operations in 2018 to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee also found the Bill on Military Education, Bill amending and modifying the Law on Defence, Bill amending and modifying the Law on Serbian Armed Forces, Bill on Production and Trade in Weapons and Military Equipment, Bill amending and modifying the Law on the Engagement of the Serbian Armed Forces and Other Defence Forces in Multinational Operations outside of the Republic of Serbia Borders, Bill amending and modifying the Law on Military, Labour and Material Obligations, Bill amending and modifying the Law on Security Information Agency, Bill on the Confirmation of the Memorandum of Understanding between the Government of the Republic of Serbia and the Government of the State of Israel on Military, Defence and Defence Industry Cooperation, Bill on the Confirmation of the Memorandum of Understanding between the Government of the Republic of Serbia and the Government of the Republic of Greece on Cooperation within the Athens Multinational Sealift Coordination Centre (AMSCC), Bill on the Confirmation of the Aviation Cooperation Memorandum between the Government of the Republic of Serbia and the Government of the Republic of Srpska, and the Bill on the Confirmation of the Defence Cooperation Agreement between the Government of the Republic of Serbia and the Government of Romania to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee went on to respond to the Constitutional Court in line with the opinion of the Government of the Republic of Serbia regarding the submitted proposal to assess the constitutionality of the provision of Article 28a of the Law on Pension and Disability Insurance (RS Official Gazette No.34/03, 64/04 - US, 84/04 – state law, 85/05, 101/05 – state law, 63/06-US, 5/09, 107/09,101/10, 93/12, 62/13, 108/13, 75/14, 142/14) and to respond to the Constitutional Court in line with the opinion of the Government of the Republic of Serbia regarding the launched initiative to assess the constitutionality of Article 92 of the Bankruptcy Law (RS Official Gazette No.104/09, 99/11 – state law, 72/12 – US and 83/14).

The Committee members also ascertained the Proposal of the Decision on the termination of office of Deputy Ombudsman Vladana Jovic.

The sitting was chaired by Committee Chairman Djordje Komlenski and attended by the following Committee members and deputy members: Aleksandra Majkic, Gordana Comic, Vesna Markovic, Nedjo Jovanovic, Srbislav Filipovic, Krsto Janjusevic, Bojan Torbica, Ivan Manojlovic, Petar Petrovic, Elvira Kovacs and Milena Corilic.
