59th Sitting of the Committee on Constitutional and Legislative Issues

At the sitting held on 11 June, the Committee on Constitutional and Legislative Issues considered the bills and decision proposals included into the agenda for the Fifth Extraordinary Session of the National Assembly of the Republic of Serbia in 2013.


The Committee considered and, by a majority of votes, deemed that the Bill on Elementary Education and Upbringing, Bill on Secondary Education and Upbringing, Bill on Adult Education, Bill amending and modifying the Law on the Basic Principles of the System of Education and Upbringing, Bill amending and modifying the Law on Pupil and Student Standard, Bill amending the Law on Salaries in State Bodies and Public Services, Bill amending and modifying the Law on Innovation Activity and the Bill on the Protection of Topographies of Semiconductor Products, comply with the Constitution and legal system of the Republic of Serbia, in principle.

The Committee also deemed the Bill on the Confirmation of the Memorandum of Understanding between the Government of the Republic of Serbia and the Government of the Republic of Turkey on Agricultural Cooperation, Bill on the Confirmation of the Veterinary Cooperation Agreement between the Government of the Republic of Serbia and the Government of Montenegro, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Montenegro on Mutual Recognition and Acceptance of Proof that Food and Animal Food of Plant, Mixed/Combined Origin Meets the Prescribed Requisites and the Bill on the Confirmation of the Cooperation Agreement between the Government of the Republic of Serbia and the Government of Montenegro on Plant Health Protection, compliant with the Constitution and legal system of the Republic of Serbia.

The Committee also declared the Proposal of the Decision on Relief from Duty of a Member of the National Council for Higher Education, submitted by the Committee on Education, Science, Technological Development and the Information Society of the National Assembly, Proposal of the Decision on Relief from Duty of a National Education Council Member, submitted by the Committee on Education, Science, Technological Development and the Information Society of the National Assembly, Proposal of the Decision amending the Decision on the Establishment of the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, submitted by the National Assembly Speaker, MA Nebojsa Stefanovic and the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Liberal Democratic Party Parliamentary Group, compliant with the legal system of the Republic of Serbia.

At the sitting, the Committee also reviewed the Proposal of the Resolution on Legislative Policy, submitted by a group of 25 MPs, in principle. Deeming the proposed resolution compliant with the Constitution and legal system of the Republic of Serbia, the Committee proposed that the National Assembly also adopt the amendment submitted by the Democratic Party Parliamentary Group.

At the end of the sitting, the Committee Chairman, MA Vladimir Cvijan submitted brief information on the roundtable on Constitutional Changes, held in Belgrade on 6 June 2013.
