51st Sitting of the Committee on Constitutional and Legislative Issues

At the sitting held on 19 March, the Committee on Constitutional and Legislative Issues considered the information of the Constitutional Court on the problems in achieving constitutionality and legality in the field of local and communal self-government.


The Committee unanimously accepted the Constitutional Court's opinion which noted that the Law on Local Self-Government did not regulate the manner and procedure for the election of local community bodies and pointed out the need to amend and modify the Law. The Committee decided to forward the Constitutional Court’s opinion to the competent Ministry and National Assembly committee for urgent action.

The Committee considered and endorsed the proposal to hold a public hearing on prosecutorial investigation, submitted by MP Vladimir Cvijan. The Committee decided that the public hearing should be held on 18 April 2013, at the National Assembly House.

The Committee on Constitutional and Legislative Issues also reviewed and adopted the Information on the projects it takes part in, as well as on international cooperation.

At the sitting, the Committee members were briefed on the memo of the Chairman of the Anti-Corruption Agency Committee, Prof. Dr Zoran Stojiljkovic, requesting an interpretation of the expression “public office” as used in the Law on the National Bank of Serbia. It was decided that the Committee should request an interpretation of the expression from the National Bank of Serbia and forward it to the Anti-Corruption Agency and the Committee on Constitutional and Legislative Issues.

The Committee discussed and endorsed the proposal to organise a public hearing on: Passing a Resolution on Legislative Policy, to be held on 2 April 2013, at the National Assembly House.

The sitting was chaired by MA Vladimir Cvijan, Committee Chairman.
