43rd Sitting of the Committee on Constitutional and Legislative Issues

At the sitting held on 11 February, the Committee on Constitutional and Legislative Issues considered the 10 bills and decision proposals included in the agenda for the Third Extraordinary Session of the National Assembly of the Republic of Serbia in 2013.


The Committee deemed the Bill amending and modifying the Law on Military Security Agency and Military Intelligence Agency, Bill on Determining Public Interest and Special Expropriation Procedures and Acquisition of Documentation for the Realisation of Construction of the South Stream Natural Gas Transport System, Bill on the Confirmation of the amendments and modifications to the Convention Concerning International Carriage by Rail (COTIF), Bill on the Confirmation of International Labour Organisation Convention No. 181 on Private Employment Agencies and the Bill on the Confirmation of International Labour Organisation Convention No. 150 on Labour Administration, compliant with the Constitution and legal system of the Republic of Serbia.
The Committee considers the decision proposals on the Adoption of the Annual Plan for the use of the Serbian Armed Forces and other defence forces in multinational operations in 2013 and on the participation of Serbian Army personnel in multinational operations in 2013, submitted by the Government, on the termination of office of the President of the Supreme Court of Cassation, submitted by the High Judicial Council, on the dismissal of a member of the National Council for Culture, submitted by the Culture and Information Committee of the National Assembly, on the Establishment of the Composition of the Commission Monitoring the Execution of the National Action Plan for the Implementation of United Nations Security Council Resolution 1325 - Women, Peace and Security, submitted by Member of Parliament MA Nebojsa Stefanovic and the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the League of Social Democrats of Vojvodina Parliamentary Group, compliant with the legal system of the Republic of Serbia.
The Committee members were informed about the initiative of the President of the Citizens’ Association for the Return of Seized Property “Belgrade", within the Network for Restitution in Serbia.
The Committee reviewed the Report on the participation of the delegation of the Committee on Constitutional and Legislative Issues at the International Regulatory Reform Conference, held in Berlin on 31 January and 1 February 2013, and the Report on the workshop on the Parliament’s Supervisory Role and its Role in the Adoption of Better Regulations, organised by the Committee in collaboration with ODIHR.

The sitting was chaired by MA Vladimir Cvijan, Committee Chairman.
