35th Sitting of the Committee on the Economy, Regional Development, Trade, Tourism and Energy

At the sitting held on 1 December, the members of the Committee on the Economy, Regional Development, Trade, Tourism and Energy discussed the Bill on Mining and Geological Research and the Proposal of the Republic of Serbia Energy Development Strategy by 2025 with projections until 2030, in principle and in detail.


On the behalf of the Ministry of Mining and Energy, the Bill and Strategy Proposal were elaborated by State Secretary Mirjana Filipovic.

Speaking of the Bill on Mining and Geological Research, Filipovic listed its key goals, among them the creation of conditions necessary for the transparent issuance of permits for geological research and exploitation of mineral resources, boosting the efficiency of geological research of mineral resources and raw materials, and geological research done for the purpose of examining the geological environment for the needs of spatial and urban planning, project drafting, construction, rehabilitation and re-cultivation of resources, at the same time stressing that passing the Bill enables the implementation of EU regulations.

Following the State Secretary’s rationale and the ensuing discussion the Committee decided, by majority vote, to accept the Bill on Mining and Geological Research, in principle.

Filipovic then proceeded to speak about the Proposal of the Republic of Serbia Energy Development Strategy by 2025 with projections until 2030, stressing that by adopting said strategy, via a series of legal and concrete investment solutions and projects, by 2020, Serbia should reach the desired level of production of electric power from renewable resources, raise the level of energy efficiency and lower greenhouse emissions.

Opening a debate in principle on the Strategy Proposal, Committee Chairperson Prof. Dr Aleksandra Tomic reminded the MPs that the strategy had been discussed in the form of a public debate at the third meeting of the Serbian Parliamentary Energy Policy Forum, on 2 September 2015, when the participants formulated a number of recommendations which were sent to the relevant ministries at the Serbian Government.

Following the debate, the Committee members decided to accept the Proposal of the Republic of Serbia Energy Development Strategy by 2025 with projections until 2030, in principle, which was then followed by a discussion in detail.

The MPs had submitted six amendments to the Proposal of the Republic of Serbia Energy Development Strategy by 2025 with projections until 2030, out of which the Committee accepted one, submitted to paragraph 2.3 of the Strategy Proposal.

On the behalf of the Ministry of Mining and Energy, the meeting was attended by State Secretary Mirjana Filipovic and Assistant Minister Sinisa Tanackovic, and associates.

The sitting was chaired by Committee Chairperson Prof. Dr Aleksandra Tomic.
