33rd Sitting of the Committee on Labour, Social Issues, Social Inclusion and Poverty Reduction

At the sitting held on 8 December, the members of the Committee on Labour, Social Issues, Social Inclusion and Poverty Reduction deliberated on the Republic of Serbia 2016 Budget Bill – section 28 Ministry of Labour, Employment, Veteran and Social Affairs, with its accompanying Proposal of the Decision granting consent to the Republic Pension and Disability Insurance Fund 2016 Financial Plan, Proposal of the Decision granting consent to the National Employment Service 2016 Financial Plan and the Proposal of the Decision granting consent to the Fund for Social Insurance of Military Insured 2016 Financial Plan, submitted by the Government.


The budget proposal was elaborated by Snezana Bacanovic, Assistant Minister of Labour, Employment, Veteran and Social Affairs, and representatives of the Ministry of Finance, National Employment Service and the Republic Pension and Disability Insurance Fund.

Bacanovic said that the Ministry of Finance had suggested a 141,852,090,000 RSD limit for the 2016 budget and the Ministry of Labour, Employment, Veteran and Social Affairs rounded up its financial plan to 140,418,920,000 RSD, which is 1.01% below the proposed limit. The budget proposed for 2016 is 14,156,168,000 lower than the 2015 budget. “The cut does not affect the beneficiaries of the rights in the purview of the Ministry of Labour, Employment, Veteran and Social Affairs, it affects the transfers going through the Ministry to the Republic Pension and Disability Insurance Fund, transfers for special financial compensations and transfers for the planning of welfare programmes, while the budget for the beneficiaries remains at 95 billion RDS”, said Snezana Bacanovic. The representatives of the Ministry of Finance also said that the 2016 budget proposal plans a 3% pay rise for the employees of welfare institutions.

Goran Dzafic, National Employment Service financial director, presented the Financial Plan rebalance, adding that the owed 2013 Kosovo compensations would be paid by the end of December 2015. Speaking about the Proposal of the Decision granting consent to the Republic Pension and Disability Insurance Fund 2016 Financial Plan and the Proposal of the Decision granting consent to the Fund for Social Insurance of Military Insured 2016 Financial Plan, Mirjana Cojbasic, Assistant Minister of Finance, Budget Sector, explained that there has been a rise in the funds for the procurement of pharmaceutical services and material for military and healthcare institutions, and the costs of sending insurance beneficiaries for treatment abroad.

After the explanation of the Republic of Serbia 2016 Budget Bill – section 28 Ministry of Labour, Employment, Veteran and Social Affairs, with its accompanying Proposal of the Decision granting consent to the Republic Pension and Disability Insurance Fund 2016 Financial Plan, Proposal of the Decision granting consent to the National Employment Service 2016 Financial Plan and the Proposal of the Decision granting consent to the Fund for Social Insurance of Military Insured 2016 Financial Plan, the Committee decided to accept it in principle.

The sitting was attended by Committee members Milanka Jevtovic Vukojicic, Mujo Mukovic, Aleksandar Peranovic, Ljiljana Beronja, Mirjana Dragas, Milena Corilic, Annamaria Viscek, Shaip Kamberi and Committee deputy members Branko Djurovic, Jezdimir Vucetic and Nadica Nikolic Tanasijevic.

The sitting was chaired by Dr Vesna Rakonjac, Committee Chairperson.
