At the sitting held on 28 November2025, the members of the Committee on Constitutional and Legislative Issues considered in detail the bills on the agenda of the Third Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2025.
The Committee found 47 of the 136 amendments submitted to the Republic of Serbia 2026 Budget Bill, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2026 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2026 Financial Plan, Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2026 Financial Plan and the Proposal of the Decision to grant consent to the National Employment Service 2026 Financial Plan, not to comply with the Constitution and legal system of the Republic of Serbia.
The Committee found the 13 amendments submitted to the Bill amending and modifying the Personal Income Tax Law, to be compliant with the Constitution and legal system of the Republic of Serbia.
The Committee found the two amendments submitted to the Bill amending and modifying the Law on Republic Administrative Fees and the Bill amending and modifying the Law on Electronic Delivery Notes, to be compliant with the Constitution and legal system of the Republic of Serbia.
To the Bill on the National Foreign Trade One-Stop Shop, the MPs had submitted one amendment, to the Bill amending and modifying the Law on Tax Procedure and Tax three, the Republic of Serbia 2024 Budget Final Financial Statement two, and to the Bill on the Import Tax on Carbon-Intensive Products, which the Committee found to be compliant with the Constitution and legal system of the Republic of Serbia.
Of the 15 amendments submitted to the Bill on the Greenhouse Gas Emissions Tax, the Committee found one, the amendment submitted to Article 11 not to comply with the Constitution and legal system of the Republic of Serbia.
The MPs had submitted two amendments to the Bill amending the Excise Tax Law, which the Committee rejected as incomplete.
Of the four amendments submitted to the Bill amending the Law Establishing a Guarantee Scheme and Subsidizing Part of the Interest as a Measure to Support Young People in Purchasing their First Residential Property, the two submitted to Article 2 were found not to comply with the Constitution and legal system of the Republic of Serbia.
To the Bill amending and modifying the Law on Fees for the Use of Public Goods, the MPs had submitted one amendment, to the Bill amending and modifying the Law on the Serbian Armed Forces 21, to the Bill on Military Education five, to the Bill on Healthcare and Health Insurance of Military Insured 21, to the Bill on Crude Oil one, to the Bill on Natural Gas 10, to the Bill on Mandatory Reserves of Crude Oil, Oil Derivatives and Natural Gas two, and to the Bill on Official Statistics nine, which the Committee found to be compliant with the Constitution and legal system of the Republic of Serbia.
Of the seven amendments submitted to the Bill on Organic Production, the Committee found the two submitted to articles 67 and 68 not to comply with the Constitution and legal system of the Republic of Serbia.
To the Bill on Official Controls, the MPs had submitted five amendments, to the Bill amending and modifying the Law on Salaries of Civil Servants and Employees one, and to the Bill amending and modifying the Law on Civil Servants 18, which the Committee found to be compliant with the Constitution and legal system of the Republic of Serbia.
Of the four amendments submitted to the Bill amending the Law on Public Media Services, the Committee found the two submitted to Article 2 not to comply with the Constitution and legal system of the Republic of Serbia.
The Committee found all 10 of the amendments submitted to the Bill on the Exchange of Data, Documents and Notifications in Cases of Temporary Incapacity for Work through the “e-Sick Leave – Employer” Software, to be compliant with the Constitution and legal system of the Republic of Serbia.
Of the 50 amendments submitted to the Bill amending and modifying the Law on Textbooks, the Committee found one, submitted to Article 23 not to comply with the Constitution and legal system of the Republic of Serbia.
The Committee found all 24 of the amendments submitted to the Bill on Waste Management, to be compliant with the Constitution and legal system of the Republic of Serbia.
