28th Sitting of the Committee on Education, Science, Technological Development and the Information Society

At the sitting held on 5 December, the Committee on Education, Science, Technological Development and the Information Society discussed the Bill amending and modifying the Budget System Law and the Bill on Reduction of Net Wages for Public Sector Employees as requested by the Conference of Universities of Serbia (CONUS).


The memo sent to the Committee states that the teaching staff of universities and higher education institutions should be exempt from the Bill amending and modifying the Budget System Law which, among other things, prohibits the employment of new personnel to fill in vacated positions in public fund beneficiaries until 31 December 2015. The rationale states that the proposed regulation would result in long-term negative consequences on higher education and research institutions since a large portion of the teaching staff, except for tenured professors and administrative employees, is considered temporary staff. CONUS’ second request is that the universities and higher education institutions should be exempt from the Bill on Reduction of Net Wages for Public Sector Employees because it would speed up the drain of young experts abroad and at the same time make it more difficult for Serbian citizens who had studied abroad to return to the country.
The requests were presented, on the behalf of CONUS, by the Rector of the University of Belgrade and President of CONUS Prof. Dr Vladimir Bumbasirevic and CONUS Vice-President Prof. Dr Miroslav Veskovic. The requests made by CONUS were endorsed by the Rector of the State University of Novi Pazar Prof. Dr Miladin Kostic and member of SANU Djordje Sijacki who also took part in the Committee sitting.
The Committee members and the Minister of Education, Science and Technological Development Prof. Dr Tomislav Jovanovic, who took part in the discussion and endorsed the CONUS’ requests, agreed to forward said requests to the Committee on Finance, State Budget and Control of Public Spending for discussion.

The sitting was chaired by the Committee Deputy Chairman, Prof. Dr Milan Knezevic.
