27th Sitting of the Committee on Constitutional and Legislative Issues

At the sitting held on 4 September 2023, the Committee on Constitutional and Legislative Issues considered the following bills submitted by the Government, in principle:


  1. Bill amending and modifying the Republic of Serbia 2023 Budget Law;
  2. Bill amending and modifying the Excise Tax Law;
  3. Bill amending and modifying the Law on Higher Education;
  4. Bill amending and modifying the Law on National Qualifications Framework of the Republic of Serbia;
  5. Bill amending and modifying the Law on Employees in Autonomous Provinces and Local Self-Government Units;
  6. Bill on the Engagement of Civilians in International Missions and Operations outside of the Republic of Serbia Borders;
  7. Bill amending and modifying the Law on Educational Inspection;
  8. Bill amending and modifying the Law on Dual Education;
  9. Bill amending and modifying the Law on Road Traffic Safety;
  10. Bill on the Management of Companies Owned by the Republic of Serbia;
  11. Bill amending and modifying the Law on Pension and Disability Insurance;
  12. Bill amending and modifying the Law on Primary Education and Upbringing;
  13. Bill amending and modifying the Law on Secondary Education and Upbringing;
  14. Bill amending and modifying the Law on Textbooks;
  15. Bill amending and modifying the Law on the Fundamentals of the Education System;
  16. Bill on the Confirmation of the Agreement between the Republic of Serbia, of the one part, and the European Union, of the other part, on the participation of the Republic of Serbia in the Union’s Civil Protection Mechanism;
  17. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Saint Lucia on Visa Abolition for Diplomatic and Service Passport Holders;
  18. Bill on the Confirmation of the Agreement between the Republic of Serbia and the Bolivarian Republic of Venezuela on Visa Abolition for Holders of Ordinary Passports;
  19. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Cuba on Visa Abolition for Diplomatic, Official and Service Passport Holders;
  20. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Hungary on Improved Strategic Cooperation in the Field of Defence;
  21. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Guinea-Bissau on Visa Abolition for Diplomatic, Service and Special Passport Holders.
The Committee found all the bills to be compliant with the Constitution and legal system of the Republic of Serbia.

The sitting was chaired by Committee Chairperson Jelena Zaric Kovacevic, and attended by the following Committee members and deputy members: Jovan Palalic, Dubravka Kralj, Nebojsa Cakic, Milica Nikolic, Dr Ugljesa Mrdic, Sanja Jefic Brankovic, Olja Petrovic, Ljubinko Djurkovic, Zoran Tomic and Sanja Lakic.
