25th Sitting of the Environmental Protection Committee

At the sitting held on 28 June, the Environmental Protection Committee discussed the information on the increased concentration of PM10 particles in the air in Obrenovac.


Committee member Ivan Karic drew attention to the air pollution in Obrenovac speaking of the recently recorded high concentration of PM10 particles in the air caused by the emission of dangerous materials from the Nikola Tesla Thermal Power Plant in Obrenovac. He also spoke of the damaging effects of the Thermal Power Plant’s ash dump site on the environment and asked the authorities for an urgent explanation of the recent environmental incident in Obrenovac.
Environmental Protection Agency Director Filip Radovic shared data on the air pollution in Obrenovac mentioning that the incident was the 46th this year which exceeds the allowable limit. Snezana Matic Besarovic of the City Public Health Institute informed the Committee members about the automatic air monitoring system conducted in real time in 18 locations.
In the discussion on air pollution in Obrenovac conducted by the Committee members, representatives of the Ministry of Energy, Development and Environmental Protection, Nikola Tesla Thermal Power Plant and the City Environmental Protection Secretariat, it was noted that the problem of air pollution in Obrenovac has been around for several years and calls for urgent action. The participants in the discussion also pointed out that the lack of funding makes it impossible to address pollution problems in Serbia more quickly. Leposava Stajic of the Ministry of Energy, Development and Environmental Protection appealed to the citizens to use the telephone number on the Ministry’s website to report environmental accidents in their communities so that inspection services could react in due time. Goran Trivan, City Environmental Protection Secretary, asked that the local self-governments be given more authority in addressing environmental problems, adding that the state institutions and local self-government need to cooperate with the non-governmental sector on the matter. Committee member Aleksandra Tomic asked the competent Ministry for information on the condition of air, water and soil in other Serbian municipalities, specifically in the south of Serbia where pollution is not measured.
After the discussion, the Committee adopted conclusions stating that the Committee supports the inspection services in the performance of their duty and asks for increased supervision during the summer months; Nikola Tesla Thermal Power Plant is required to implement all the measures dictated by the relevant authorities, and the Committee demands that it be ascertained who is responsible for the environmental accident in Obrenovac.
The Committee went on to discuss the Bill amending and modifying the Republic of Serbia 2013 Budget Law, section 26 - Ministry of Energy, Development and Environmental Protection and section 28 - Ministry of Natural Resources, Mining and Spatial Planning.
The Committee members adopted the proposal to propose that the Committee on Finance, State Budget and Control of Public Spending accept the Bill in principle, and that the Committee Chairperson Milica Vojic Markovic should be the Committee rapporteur to the National Assembly sitting.
