25th Sitting of the Agriculture, Forestry and Water Management Committee

At the sitting held on 14 May, the Agriculture, Forestry and Water Management Committee discussed the non-functioning of anti-hail protection in Serbia.


Committee Chairman Marijan Risticevic outlined the bad situation as regards anti-hail protection and the consequences this has on crops, also briefing the Committee members on the problems troubling the local self-governments.

Djordje Babic, Deputy Chief of the Emergency Situation Sector at the Ministry of Interior, explained that in 2011 the Ministry of Interior Emergency Situation Sector had taken over the responsibility for anti-hail protection from the Hydrometeorological Service of Serbia, but the jurisdiction over the anti-hail stations and shooters remained in the purview on the Hydrometeorological Service.

Djordje Babic said that the biggest problems threatening the anti-hail protection system are the lack of anti-hail rockets and funds for the recruitment of shooters. According to Babic, the average net income paid to the shooters is 4,000 RSD, which is below any average income in the Republic of Serbia.

Jugoslav Nikolic, Director of the Hydrometeorological Service, appealed for an urgent resolution of the problem in the anti-hail protection system which, he said, is unsustainable and about to collapse. He said the last maintenance of the anti-hail stations was conducted in the 1980s, the 40-year-old radars are non-operational, and the radar centres suffer from a lack of staff and meteorologists.

Jugoslav Nikolic said that 160 million RSD are needed to solve the acute problem of shooter recruitment, hoping that the issue would be resolved by Government Conclusion. Nikolic said the chief systemic measure for the resolution of the problem would be passing amendments to the Law.

The sitting was attended by Milorad Todorovic, secretary at the Ministry of Interior, who informed the Committee members that the Crisis HQ is trying to realise the conclusions it adopted in February of this year concerning changes in the funding of the anti-hail system.

The non-functioning of the system stems from the restrictive budget and the state governance reform plan, and the establishment of adequate anti-hail protection requires an investment of 50 million EUR and amendments to the existing legislation, concluded Todorovic.

The Committee members appealed for an urgent resolution of the dramatic situation concerning anti-hail protection so as to protect the crops. They also appealed for the distribution or anti-hail rockets, securing additional ones and the inclusion of the local self-governments in the possible acquirement of rockets. The Committee members demanded an urgent amendment of the Anti-Hail Protection Law and suggested applying for EU funds as a possible solution to the problem.

The Committee adopted Conclusions on the reviewed problem of non-functioning of anti-hail protection in Serbia.
