The European Integrations Committee held its twenty-fourth session on 31 October. The session, which did not have a decision-making quorum, discussed the Police Bill.

The session was attended by officials of the Ministry of the Interior, the European Commission Delegation to Serbia and Montenegro, the European Movement in Serbia, the Office of the Council of Europe, the Office of the UN High Commissioner for Human Rights, and the OSCE Mission to Serbia and Montenegro.

The provisions contained in the Bill, the session heard, would make the police a service of the public, and make its activities more transparent. Suggestions made by the Council of Europe and OSCE relate to more clearly defining criteria for the appointment of the Police Director, as well as to police structure, fine-tuning the Bill with respect to other legislation, and ministerial powers proposed in the transitional and final provisions. Amendments based on these suggestions were proposed in order to harmonise the Bill as much as possible with EU legislation and Council of Europe recommendations.
