24th Sitting of the Committee on Constitutional and Legislative Issues

At the sitting held on 4 July 2023, the members of the Committee on Constitutional and Legislative Issues considered the following bills:

3.Bill amending and modifying the Law on Culture, submitted by the Government, in principle;

18.Bill on the indebtedness of the Republic of Serbia with OTP Banka Srbija AD Novi Sad for the financing of the high-speed road construction Project, section Pozarevac-Golubac (Danube highway), submitted by the Government, in principle;
19.Bill Granting Guarantee by the Republic of Serbia in favour of OTP Banka Srbija AD Novi Sad and Banca Intesa a.d. Beograd under the debt of Elektrodistribucija Srbije d.o.o. Beograd, submitted by the Government, in principle;
20.Bill on the indebtedness of the Republic of Serbia with Banca Intesa AD Beograd for the financing of the Ruma-Sabac-Loznica Road Construction Project, submitted by the Government, in principle;
21.Bill on the Confirmation of the Memorandum of Understanding between the European Union, on the one part, and the Republic of Serbia, on the other part, on the participation of the Republic of Serbia in the Employment and Social Innovation (EaSI) Strand of the European Social Fund Plus (ESF+), submitted by the Government;
22.Bill on the Confirmation of the Protocol of 1988 relating to the International Convention for the Safety of Life at Sea, 1974, submitted by the Government;

24.Bill on the Confirmation of the Framework Loan Agreement LD 1981 ADD 1 (2022) between the Council of Europe Development Bank and the Republic of Serbia - Health Public Sector Financing Facility (PFF), submitted by the Government;
25.Bill on the Confirmation of the Loan Agreement Catalyzing Long Term Finance through Capital Markets Project between the Republic of Serbia and International Bank for Reconstruction and Development, submitted by the Government;
26.Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Gabon on Visa Abolition for Diplomatic and Service Passport Holders, submitted by the Government;
27.Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Equatorial Guinea on Visa Abolition for Diplomatic and Service Passport Holders, submitted by the Government;
28.Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Azerbaijan on Mutual Visa Abolition for Holders of Ordinary Passports, submitted by the Government;
29.Bill on Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Italy on Mutual Recognition and Exchange of Driving Licenses, submitted by the Government;
30.Bill on Confirmation of the amendments and modifications to the Agreement on the International Carriage of Perishable Foodstuffs and on the Special Equipment to be used for such Carriage (ATP), submitted by the Government;
31.Bill on the Confirmation of the Framework Loan Agreement between the Council of Europe Development Bank and the Republic of Serbia Prison Facilities in Krusevac and Sremska Mitrovica - Project Loan, submitted by the Government;
32.Bill amending and modifying the Law on the Confirmation of the Multilateral Convention to Implement Tax Treaty Related Measures to Prevent Base Erosion and Profit Shifting, submitted by the Government;
33.Bill on the Confirmation of the Facility Agreement for a €300,000,000 term loan facility between the Republic of Serbia represented by the Government of the Republic of Serbia Acting by and through the Ministry of Finance arranged by Merrill Lynch International with the Financial Institutions listed in Schedule 1 as Original Lenders and Global Loan Agency Services Limited acting as Agent, submitted by the Government;
34.Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Organisation Multinational Force and Observers relating to the Operation on the Sinai Peninsula, submitted by the Government;
35.Bill on the Confirmation of the amendment to the Agreement between the Government of the Republic of Serbia and the Government of the Republic of France on Social Security, submitted by the Government;
36.Bill on the Confirmation of the Optional Protocol to the International Covenant on Economic, Social and Cultural Rights, submitted by the Government;
37.Bill on the Confirmation of the Loan Agreement (Project Science) between the Republic of Serbia and the European Bank for Reconstruction and Development, submitted by the Government;
38.Bill on the Confirmation of the Loan Agreement (Improving Public Financial Management for the Green Transition Operation) between the Republic of Serbia and the European Bank for Reconstruction and Development, submitted by the Government, and
39.Bill on the Confirmation of the Loan Agreement (First Serbia Green Transition Programmatic Development Policy Loan), submitted by the Government.

The Committee found, by majority vote, all the bills to be compliant with the Constitution and legal system of the Republic of Serbia.

The sitting was chaired by Committee Chairperson Jelena Zaric Kovacevic, and attended by the following Committee members and deputy members: Dragan Nikolic, Jovan Palalic, Milica Nikolic, Dr Ugljesa Mrdic, Sanja Brankovic Jefic, Prof. Dr Marko Atlagic, Olja Petrovic, Ugljesa Grgur, Ljubinko Djurkovic, Zoran Tomic, Sanja Lakic and MP Bosko Obradovic, who is not member of the Committee.

The sitting was also attended by Minister of Family Welfare and Demography Darija Kisic.
