21st Sitting of the Agriculture, Forestry and Water Management Committee

At the sitting held on 4 November, the members of the Agriculture, Forestry and Water Management Committee discussed the cigarette trade regime with the EU.


Representative of the Ministry of Agriculture, Forestry and Water Management Danilo Golubovic and representative of the Ministry of Foreign and Internal Trade and Telecommunications Biljana Todorovic spoke of the 1,625 ton quota for cigarettes accepted by the Serbian Government, which is how much European Union countries will be allowed to import into Serbia. They said that the customs duty rate for the 1,600 tons would be 15%, and 10% for the remaining 25 tons. The ministry representatives said that this import quota is the same as before, the only difference being that Croatia, now a European Union member, was a CEFTA signatory.
In the course of the debate the representatives of the tobacco industry highlighted the importance of a transparent division of the quota based on previously established criteria, so as to avoid malversation.
The Committee members wanted to know when the new agreement would come into force, what the state was doing to supress illegal cigarette trade, the experience of foreign countries, European Union members, in the transparent division of the quota, and the position of tobacco producers as regards next year’s excise tax.

The sitting was chaired by the Committee Chairman, Aleksandar Senic.
