The agenda was amended to include the Bill amending and modifying the Republic of Serbia 2014 Budget Law - section 23, Ministry of Agriculture and Environmental Protection, submitted by the Government of the Republic of Serbia, and a discussion on the Bill amending and modifying the Law on Stimulation of Agriculture and Rural Development, in principle, submitted by the Government.
Minister of Agriculture and Environmental Protection Prof. Dr Snezana Bogosavljevic Boskovic and State Secretary at the Ministry of Finance Prof. Dr Zoran Rajic informed the Committee members on the bills.
The Committee members discussed and adopted the Bill amending and modifying the Republic of Serbia 2014 Budget Law - section 23, Ministry of Agriculture and Environmental Protection, submitted by the Government of the Republic of Serbia. They also adopted the Republic of Serbia 2015 Budget Bill - section 23, Ministry of Agriculture and Environmental Protection and the Bill amending and modifying the Law on Stimulation of Agriculture and Rural Development, in principle.
At the invitation of the Committee Chairman the sitting was also attended by the legal advisor to the Compensation Fund of the Republic of Serbia Aleksandar Milosevic who outlined the Compensation Fund’s financing problems.
Under item any other business the Committee adopted the following Conclusion to submit to the Serbian Prime Minister, Ministry of Agriculture and Environmental Protection and Ministry of Finance, as regards the problems outlined by Aleksandar Milosevic on the behalf of the Compensation Fund:
The issue of the Compensation Fund of the Republic of Serbia and its financing needs to be resolved because it threatens to collapse the public warehouse system, which is one of the pre-requisites of European integration. Furthermore, the collapse of the Compensation Fund brings into question the implementation of the adopted Law on Pre-Harvest Financing.
