12th Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2021

The Speaker of the National Assembly of the Republic of Serbia Ivica Dacic convened the 12th Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2021, for Tuesday, 18 May 2021, starting at 10 am.


Before adopting the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Samir Tandir, Mirsad Hodzic, Sanja Jefic Brankovic, Djordje Milicevic and Djordje Todorovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly proceeded to adopt the following agenda:

  1. Bill amending and modifying the Law on Secondary Education, submitted by the Government;
  2. Bill amending and modifying the Anti-Discrimination Law, submitted by the Government;
  3. Bill on Gender Equality, submitted by the Government;
  4. Bill on Renewal of Cultural-Historic Heritage and Development Incentives in Sremski Karlovci, submitted by the Assembly of the Autonomous Province of Vojvodina;
  5. Bill amending the Law on Planning and Construction, submitted by the Government;
  6. Bill amending and modifying the Law on Electronic Document, Electronic Identification and Trust Services in Electronic Business, submitted by the Government;
  7. Bill amending and modifying the Law on Special Conditions for the Realisation of the Housing Construction Project for Members of the Security Forces, submitted by the Government;
  8. Bill amending and modifying the Law on Navigation and Ports for Internal Waterways, submitted by the Government;
  9. Bill on the Subway and City Railway, submitted by the Government;
  10. Bill on the Confirmation of the Agreement on the International Occasional Carriage of Passengers by Coach and Bus (Interbus Agreement) and Decision No. 1/2011 of the Joint Committee Established under the Interbus Agreement on the International Occasional Carriage of Passengers by Coach and Bus, submitted by the Government, and
  11. List of candidates for member of the Council of the Regulatory Authority for Electronic Media, submitted by the Culture and Information Committee.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle on items 1 to 4 and a joint debate in principle and single debate on items 5 to 10 on the agenda.

National Assembly Speaker Ivica Dacic greeted the President of the Provincial Government Igor Mirovic and the President of the Municipality of Sremski Karlovci Aleksandar Stojkecic who were watching the sitting from the gallery of the Grand Hall since item 4 on the agenda - Bill on Renewal of Cultural-Historic Heritage and Development Incentives in Sremski Karlovci, was submitted by the Assembly of the Autonomous Province of Vojvodina.

The National Assembly commenced and by the end of the day concluded the joint debate in principle on items 1 to 4 on the agenda which were presented by Minister of Education, Science and Technological Development Branko Ruzic and Minister for Human and Minority Rights and Social Dialogue Gordana Comic as representatives of the submitter.

On the second day of the proceedings, 19 May, the National Assembly commenced the joint debate in principle on items 5 to 10 on the agenda – the Bill amending the Law on Planning and Construction, Bill amending and modifying the Law on Electronic Document, Electronic Identification and Trust Services in Electronic Business, Bill amending and modifying the Law on Special Conditions for the Realisation of the Housing Construction Project for Members of the Security Forces, Bill amending and modifying the Law on Navigation and Ports for Internal Waterways, Bill on the Subway and City Railway, and the Bill on the Confirmation of the Agreement on the International Occasional Carriage of Passengers by Coach and Bus (Interbus Agreement) and Decision No. 1/2011 of the Joint Committee Established under the Interbus Agreement on the International Occasional Carriage of Passengers by Coach and Bus.

The bills were presented by Minister of Construction, Transport and Infrastructure Tomislav Momirovic as representative of the submitter.

In the course of the sitting, at the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the termination of the term of office of MPs Ljubo Petrovic and Prof. Dr Predrag Markovic before the expiry of the term they were elected for, on the day they tendered their resignation.

The National Assembly went on to complete the joint debate in principle on items 5 to 10 on the agenda and commence the single debate on the List of candidates for member of the Council of the Regulatory Authority for Electronic Media.

For the remainder of the day, the National Assembly conducted the single debate on item 11 on the agenda.

At the beginning of the third day of the proceedings, 20 May 2021, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Milija Miletic, Shaip Kamberi, Zivota Starcevic, Zoltan Pek, Djordje Milicevic and Milos Terzic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

Based on the Decision of the Republic Electoral Commission and the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, pursuant to Article 27 paragraph 5 of the Law on Election of MPs, the National Assembly noted the verification of the term of office of MPs Dunja Simonovic Bratic and MA Dejan Radenkovic, elected from the IVICA DACIC – “Socialist Party of Serbia (SPS), United Serbia (JS) – Dragan Markovic Palma” Electoral List, after which the new MPs took the oath of office.

The National Assembly then continued and completed the single debate on item 11 on the agenda.

In the course of the day the National Assembly commenced and by the end of it completed a debate in detail on the Bill amending and modifying the Anti-Discrimination Law, Bill on Gender Equality and the Bill amending the Law on Planning and Construction.

As the National Assembly had completed the debate on all the items on the agenda, the Chair, National Assembly Deputy Speaker Dr Vladimir Orlic set Thursday, 20 May 2021, as Voting Day on all the items on the agenda of the 12th Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2021, starting at 6 pm.

Voting Day

On Voting Day, 20 May 2021, the National Assembly adopted the Bill amending and modifying the Law on Secondary Education, Bill amending and modifying the Anti-Discrimination Law and the Bill on Gender Equality, submitted by the Government, as well as the Bill on Renewal of Cultural-Historic Heritage and Development Incentives in Sremski Karlovci, submitted by the Assembly of the Autonomous Province of Vojvodina, and the Bill amending the Law on Planning and Construction, Bill amending and modifying the Law on Electronic Document, Electronic Identification and Trust Services in Electronic Business, Bill amending and modifying the Law on Special Conditions for the Realisation of the Housing Construction Project for Members of the Security Forces, Bill amending and modifying the Law on Navigation and Ports for Internal Waterways, Bill on the Subway and City Railway and the Bill on the Confirmation of the Agreement on the International Occasional Carriage of Passengers by Coach and Bus (Interbus Agreement) and Decision No. 1/2011 of the Joint Committee Established under the Interbus Agreement on the International Occasional Carriage of Passengers by Coach and Bus, all submitted by the Government.

The National Assembly went on to elect Milorad Vukasinovic member of the Council of the Regulatory Authority for Electronic Media.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Ivica Dacic concluded the 12th Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2021.
