125th Sitting of the Committee on Constitutional and Legislative Issues

At the sitting held on 7 October, the members of the Committee on Constitutional and Legislative Issues considered the amendments submitted to the bills on the agenda of the Second Regular Session of the National Assembly of the Republic of Serbia in 2019.


Of the 14 amendments submitted to the Bill amending and modifying the Republic of Serbia 2019 Budget Law, the Committee found that the amendments submitted to articles 1 and 7 by MP Prof. Dr Miladin Sevarlic and the amendments submitted to articles 1 and 7 with correction by MP Marijan Risticevic, did not comply with the Budget System Law and consequently the Constitution and legal system of the Republic of Serbia, while the rest of the amendments were found to comply with the Constitution and legal system of the Republic of Serbia.

The Committee members found the 19 amendments submitted to the Bill amending and modifying the Budget System Law found to comply with the Constitution and legal system of the Republic of Serbia.

All 15 of amendments submitted to the Bill amending and modifying the Value Added Tax Law were found to comply with the Constitution and legal system of the Republic of Serbia.

The Committee found the 31 amendments submitted to the Bill on State Aid Control found to comply with the Constitution and legal system of the Republic of Serbia.

All 36 of amendments submitted to the Bill on Accounting were found to comply with the Constitution and legal system of the Republic of Serbia.

The 34 amendments submitted to the Bill on Auditing were also found to comply with the Constitution and legal system of the Republic of Serbia.

Of the 30 amendments submitted to the Bill amending and modifying the Law on Deposit Insurance, the Committee found that the amendment submitted to Articles 11 by Tomislav Ljubenovic did not comply with the Constitution and legal system of the Republic of Serbia, while the rest of the amendments were found to comply with the Constitution and legal system of the Republic of Serbia.

The Committee found all 28 of the amendments submitted to the Bill on Open-Ended Investment Funds with a Public Offering to be compliant with the Constitution and legal system of the Republic of Serbia, by majority vote.

The Committee members also found all 35 of the amendments submitted to the Bill on Alternative Investment Funds to be compliant with the Constitution and legal system of the Republic of Serbia.

The sitting was chaired by Committee Chairman Djordje Komlenski and attended by the following Committee members and deputy members: Aleksandra Majkic, Dr Dragana Barisic, Nedjo Jovanovic, Srbislav Filipovic, Krsto Janjusevic, Dr Balint Pasztor, Jelena Zaric Kovacevic and Milena Corilic.
