Twinning Project Oversight Committee Meets

The Oversight Committee monitoring the implementation of the Twinning project jointly realised by the National Assembly and Hellenic Parliament since January 2013, met yesterday at the National Assembly House.


The meeting, dedicated to the second Quarterly Report covering the realisation of project activities from 18 March to 17 June 2013, was attended by the members of the Oversight Committee, headed by project leaders Vasilios Svolopoulos and Mladen Mladenovic, and Vera Morandini from the European Union Delegation to Serbia.

The participants agreed that the realisation of the activities related to each of the five project components is going according to plan and that, six months into the realisation of the project, the analysis of the situation in the National assembly has been completed and the first reports and recommendations for the improvement of its operation have been prepared. They announced that the number of Greek expert missions will be reduced in the upcoming period since the next stage is the analysis of the information collected and formulation of recommendations and procedures aimed at improving the legislative procedure. The recommendations will especially focus on the harmonisation of regulations with the EU acquis communitauire, National Assembly’s control mechanisms, as well as amendments to the organizational structure and strengthening of the professionalism of the staff.

The participants were also presented the first analytic report and recommendations prepared by the Greek experts related to boosting the National Assembly’s transparency through cooperation with the media and civil society, as well as recommendations on how to include the National Assembly into the upcoming talks on EU membership. They stressed that the Assembly Service took active part in all the project activities (workshops and seminars) but that the MPs’ participation should be increased. They announced a big conference in early September on the role of the parliament in contemporary public administration systems. They agreed to prepare a table of recommendations for each of the project components so as to have an efficient way to monitor their implementation.
