Third Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2025

The Speaker of the National Assembly of the Republic of Serbia Ana Brnabic convened the Third Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2025 for Tuesday, 24 November 2025, starting at 10 am.


Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Zivota Starcevic, Slavica Radovanovic, Dr Ana Oreg, Dr Borislav Antonijevic, Dragan Stanojevic, Slobodan Petrovic, Doc.Dr Rastislav Dinic, Marinika Tepic, Djordje Stankovic and Snezana Jovanovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly adopted the following agenda:

  1. Republic of Serbia 2026 Budget Bill, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2026 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2026 Financial Plan, Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2026 Financial Plan and the Proposal of the Decision to grant consent to the National Employment Service 2026 Financial Plan, submitted by the Government;
  2. Bill amending and modifying the Personal Income Tax Law, submitted by the Government;
  3. Bill amending and modifying the Law on Republic Administrative Fees, submitted by the Government;
  4. Bill amending and modifying the Law on Electronic Delivery Notes, submitted by the Government;
  5. Bill on the National Foreign Trade One-Stop Shop, submitted by the Government;
  6. Bill amending and modifying the Law on Tax Procedure and Tax Administration, submitted by the Government;
  7. Bill amending and modifying the Law on Electronic Invoicing, submitted by the Government;
  8. Bill amending and modifying the Law on Mandatory Social Insurance Contributions, submitted by the Government;
  9. Bill amending and modifying the Law on Deadlines for Settlement of Monetary Obligations in Commercial Transactions, submitted by the Government;
  10. Bill amending and modifying the Value Added Tax Law, submitted by the Government;
  11. Republic of Serbia 2024 Budget Final Financial Statement, submitted by the Government;

  17. Bill amending the Law Establishing a Guarantee Scheme and Subsidizing Part of the Interest as a Measure to Support Young People in Purchasing their First Residential Property, submitted by the Government;

  19. Bill amending and modifying the Law on Alternative Investment Funds, submitted by the Government;
  20. Bill amending and modifying the Law on the Serbian Armed Forces, submitted by the Government;

  22. Bill on Healthcare and Health Insurance of Military Insured, submitted by the Government;
  23. Bill on Crude Oil, submitted by the Government;
  24. Bill on Natural Gas, submitted by the Government;
  25. Bill on Mandatory Reserves of Crude Oil, Oil Derivatives and Natural Gas, submitted by the Government;

  33. Bill amending the Law on Public Media Services, submitted by the Government;
  34. Bill on the Exchange of Data, Documents and Notifications in Cases of Temporary Incapacity for Work through the “e-Sick Leave – Employer” Software, submitted by the Government;
  35. Bill amending and modifying the Law on Textbooks, submitted by the Government;
  36. Bill amending the Law on Science and Research, submitted by the Government;
  37. Bill on Waste Management, submitted by the Government;
  38. Bill on the Confirmation of the Amendment to the International Sugar Agreement, submitted by the Government;
  39. Bill on the Confirmation of the Facility Agreement No. 0020022188 relating to a senior unsecured term loan facility of up to EUR 260,000,000 UKEF guaranteed loan advances to finance the provision of certain construction services by Bechtel Enka UK Limited, operating in Serbia through Bechtel Enka UK Limited Branch Belgrade to "Koridori Srbije" d.o.o. Belgrade in relation to the construction of the Infrastructure Corridor E-761 highway section Pojate-Preljina (the Morava Corridor) between the Republic of Serbia, represented by the Government of the Republic of Serbia, acting through and by the Ministry of Finance, as the Borrower and J.P. Morgan SE, as Agent and J.P. Morgan Chase Bank, N.A., London Branch, as Initial Mandated Lead Arranger and Credit Agricole Corporate and Investment Bank and ING Bank N.V., as Mandated Lead Arrangers and Certain Other Financial Institutions as Original Lenders, submitted by the Government;
  40. Bill on the Confirmation of the Finance Contract Clinical Centres Phase II between the European Investment Bank and the Republic of Serbia, submitted by the Government;
  41. Bill on the Confirmation of the Framework Loan Agreement LD 2009 ADD 1 (2025) between the Council of Europe Development Bank and the Republic of Serbia for the Project Loan – University Children's Clinic, Tirsova 2, submitted by the Government;
  42. Bill on the Confirmation of the Guarantee Agreement (Srbijavoz Sleeping Cars) between the Republic of Serbia and the European Bank for Reconstruction and Development, submitted by the Government;
  43. Bill on Confirmation of the Loan Agreement (Serbia Inclusive Primary Education Improvement Project) between the Republic of Serbia and the International Bank for Reconstruction and Development, submitted by the Government;
  44. Bill on Confirmation of the Air Transport Agreement between the Government of the Republic of Serbia and the Government of the Kingdom of Saudi Arabia, submitted by the Government;
  45. Bill on Confirmation of the Air Transport Agreement between the Government of the Republic of Serbia and the Government of Georgia, submitted by the Government;
  46. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Honduras on Reciprocal Visa Abolition, submitted by the Government;
  47. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Hashemite Kingdom of Jordan on Visa Abolition for Carriers of Diplomatic and Service Passports, submitted by the Government;
  48. Bill on the Confirmation of the Agreement on Reciprocal Visa Abolition for Carriers of Diplomatic, Special and Service Passports between the Government of the Republic of Serbia and the Government of the State of Qatar, submitted by the Government;
  49. Bill on the Confirmation of the Agreement on Reciprocal Visa Abolition between the Government of the Republic of Serbia and the Government of Solomon Islands, submitted by the Government;
  50. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Mongolia on Reciprocal Visa Abolition for Carriers of Diplomatic and Service Passports, submitted by the Government;
  51. Proposal to adopt an authentic interpretation of the provision of Article 9 of the Law on special procedures for the realisation of the revitalisation and development project of the location in Belgrade between Kneza Milosa, Masarikova, Bircaninova and Resavska, submitted by the Committee on Constitutional and Legislative Issues;
  52. Proposal of the Decision on the Official Statistics Programme for the period 2026-2030, submitted by the Government;
  53. Decision on the Election of the Commissioner for the Protection of Equality, submitted by the Committee on Constitutional and Legislative Issues;
  54. Proposal to grant consent to the Decision amending and modifying the Fund for Social Insurance of Military Insured 2025 Financial Plan, submitted by the Government;
  55. Proposal to grant consent to the Decision amending and modifying the National Employment Service 2025 Financial Plan, submitted by the Government;
  56. Proposal to grant consent to the Decision amending and modifying the Republic Pension and Disability Insurance Fund 2025 Financial Plan, submitted by the Government;
  57. Proposal to grant consent to the Decision amending and modifying the Republic Health Insurance Fund 2025 Financial Plan, and the, submitted by the Government;
  58. Proposal of the Decision amending the Decision on the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, submitted by the National Assembly Speaker.
At the proposal of MP Milenko Jovanov, the National Assembly accepted, by majority vote, to complete a joint debate in principle and single debate on all the items on the agenda.

In the morning part of the proceedings, the National Assembly commenced the joint debate in principle and single debate on items 1 to 58 on the agenda. In line with article 90, paragraph 1 of the National Assembly Rules of Procedure, Prime Minister Djuro Macut and all the members of the Government had been invited to attend. The bills were presented by First Deputy Prime Minister and Minister of Finance Sinisa Mali.

For the remainder of the day the National Assembly conducted the joint debate in principle and single debate on items 1 to 58 on the agenda.

On the second day of the proceedings, 26 November 2025, the National Assembly continued and for the remainder of the day conducted the joint debate in principle and single debate on items 1 to 58 on the agenda.

On the third day of the proceedings, 27 November 2025, the heads i.e. authorised representatives of the parliamentary groups, MPs Shaip Kamberi, Vojislav Vujic, Dr Borislav Antonijevic, Sonja Pernat, Dragan Stanojevic, Stefan Janjic, Marina Mijatovic, Prof. Dr Snezana Rakic, Jelena Milosevic and Andrijana Aleksandrov requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly continued and concluded the joint debate in principle and single debate on all the items on the agenda.

The MPs then commenced and for the remainder of the conducted a debate on the particulars of item one on the agenda – the Republic of Serbia 2026 Budget Bill, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2026 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2026 Financial Plan, Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2026 Financial Plan and the Proposal of the Decision to grant consent to the National Employment Service 2026 Financial Plan.

On the fourth day of the proceedings, 28 November 2025, the National Assembly conducted the debate on the particulars of item one on the agenda – the Republic of Serbia 2026 Budget Bill, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2026 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2026 Financial Plan, Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2026 Financial Plan and the Proposal of the Decision to grant consent to the National Employment Service 2026 Financial Plan.

On the fifth day of the proceedings, 1 December 2025, the National Assembly completed a debate on the particulars on items 1 to 6, items 8, 11, 13, 14, 17, 18, and items 20 to 26 on the agenda.

On the sixth day of the proceedings, 2 December 2025, before moving on to the agenda the heads i.e. authorised representatives of the parliamentary groups, MPs Ahmedin Skrijelj, Branko Lukic, Slobodan Petrovic, Djordje Komlenski, Borislav Novakovic, Radomir Lazovic, Jelena Spiric, Dragan Stanojevic and Aleksandar Markovic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly completed a debate on the particulars on items 27, 28, 29, 30, 32, 33, 34, 35 and 36 on the agenda. The National Assembly concluded the debate on the particulars of the bills.

As the National Assembly had completed the debate, in principle and in detail, on items 1 to 58 on the agenda, the Chair, National Assembly Speaker Ana Brnabic set Wednesday, 3 December 2025, as Voting Day on items 1 to 58 on the agenda of the Third Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2025, starting at 10 am.

Voting Day

On Voting Day, 3 December 2025, the National Assembly adopted, by 144 votes in favour, the Republic of Serbia 2026 Budget Bill, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2026 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2026 Financial Plan, Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2026 Financial Plan and the Proposal of the Decision to grant consent to the National Employment Service 2026 Financial Plan, submitted by the Government.

On Voting Day the National Assembly also adopted the remaining proposed documents listed as items 2 to 58 on the agenda.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and found that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, the Chair, National Assembly Deputy Speaker Marina Ragus concluded the Third Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2025.
