Third Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2019

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Third Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2019, for Wednesday, 27 March, starting at 10 am.


The National Assembly adopted the following agenda:

  1. Bill on Medical Insurance, submitted by the Government;
  2. Bill on Healthcare, submitted by the Government;
  3. Bill on Items of General Use, submitted by the Government;
  4. Bill amending and modifying the Law on Substances Used in the Illegal Production of Narcotics and Psychotropic Substances, submitted by the Government;
  5. Bill amending and modifying the Law on Road Traffic Safety, submitted by MP Marija Obradovic;
  6. Bill on the Confirmation of the Founding Act of the Asian Infrastructure Investment Bank, submitted by the Government;
  7. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Lithuania on Cooperation in the Fight against Crime, submitted by the Government;
  8. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Progressive Party Parliamentary Group, and
  9. Proposal of the Decision on the Election of President of the Securities Commission, submitted by the Committee on Finance, State Budget and Control of Public Spending.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle on items 1 to 5 and joint single debate on items 6 to 9 on the agenda.

The National Assembly also accepted the proposal of MP Marija Obradovic to complete a debate in detail on the Bill amending and modifying the Law on Road Traffic Safety immediately after the completion of the debate in principle and to consider said Bill as item 5 on the agenda.

The MPs then proceeded to commence a joint debate in principle on the Bill on Medical Insurance, Bill on Healthcare, Bill on Items of General Use, Bill amending and modifying the Law on Substances Used in the Illegal Production of Narcotics and Psychotropic Substances, and the Bill amending and modifying the Law on Road Traffic Safety, presented by representatives of the submitters - Minister of Health Dr Zlatibor Loncar and MP Marija Obradovic.

By the end of the day, the National Assembly had completed the joint debate in principle on items 1 to 5 on the agenda.

On the second day of the proceedings, 28 March, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Aleksandar Seselj and Jelena Zaric Kovacevic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly conducted and concluded a joint single debate on items 6 and 9 on the agenda.

The bills were presented by representatives of the submitters Minister of Health Dr Zlatibor Loncar and MP Dr Aleksandra Tomic.

On the third day of the proceedings, 29 March, the National Assembly completed a debate in detail on the Bill amending and modifying the Law on Road Traffic Safety.

As the National Assembly completed the debate in detail on the Bill, having previously completed a debate in principle on it, pursuant to Article 87, paragraph 5 of the National Assembly Rules of Procedure, the Chair, National Assembly Deputy Speaker Prof. Dr Vladimir Marinkovic set Friday, 29 March, as Voting Day on item 5 on the agenda of the Third Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2019 viz. the Bill amending and modifying the Law on Road Traffic Safety, starting at 11.50 am

Voting Day on item 5 on the agenda

On Voting Day, 29 March, the National Assembly passed the Bill amending and modifying the Law on Road Traffic Safety, submitted by MP Marija Obradovic, by majority vote.

The MPs went on to ascertain that there are grounds for the Law to come into force earlier than on the mandatory eighth day after publication.

The National Assembly went on to complete a debate in detail on item 1 on the agenda – Bill on Medical Insurance, and commence a debate in detail on item 2 on the agenda - Bill on Healthcare.

The sitting was attended by Minister of Health Dr Zlatibor Loncar as representative of the submitter.

On the fourth day of the proceedings, 2 April, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Vesna Nikolic Vukajlovic, Dr Boban Birmancevic and Milija Miletic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly continued the debate in detail on item 2 on the agenda - Bill on Healthcare.

By the end of the day, the National Assembly had completed a debate in detail on the Bill on Items of General Use and the Bill amending and modifying the Law on Substances Used in the Illegal Production of Narcotics and Psychotropic Substances.

As the National Assembly had completed a debate in principle and in detail on all the items on the agenda, the Chair, National Assembly Deputy Speaker Prof. Dr Vladimir Marinkovic set Wednesday, 3 April, as Voting Day on item 1 to 4 and 6 to 9 on the agenda of the Third Regular Session of the National Assembly of the Republic of Serbia in 2019, starting at 10 am.

On Voting Day, 3 April, the National Assembly passed the Bill on Medical Insurance, Bill on Healthcare, Bill on Items of General Use, and the Bill amending and modifying the Law on Substances Used in the Illegal Production of Narcotics and Psychotropic Substances, by majority vote.

The MPs also passed the Bill on the Confirmation of the Founding Act of the Asian Infrastructure Investment Bank, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Lithuania on Cooperation in the Fight against Crime and the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Progressive Party Parliamentary Group.

By majority vote, the MPs elected Marko Jankovic President of the Securities Commission and National Assembly Speaker Maja Gojkovic congratulated him on the election.

The National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the Third Regular Session of the National Assembly of the Republic of Serbia in 2019.
