Third Forum SIZIT 11/12 - Regulated Information Safety System

Today, the National Assembly hosted the third scientific and technical forum SIZIT 11/12 titled Regulated Information Safety System, which addressed the aspects of a regulated system for the safety of information in modern society, prerequisites for the regulation of such a system and appropriate legal regulations.

Opening the forum, National Assembly Secretary General Jana Ljubicic said that the National Assembly had passed a series of laws significant for the regulation of this matter. She stated that the Law on Information Systems, adopted in 1996, among other things, regulates the rights and duties of state authorities and organisations in keeping appropriate records and organising and using the data exchange the bodies keep. Considering that information technologies have progressed significantly in the meantime, the need to regulate the sphere more closely with new legislation and by-laws became apparent, stressed Ljubicic. To that end, she said that the rights and liberties guaranteed by the Constitution, among which are the right to confidentiality of letters and other means of communication, as well as personal data protection, should provide the starting point for the drafting of new laws which would systematically and uniformly regulate the sphere of information safety.
The assembly was also addressed by Prof. Dr Stevan Lilic, professor at the Belgrade Faculty of Law, who spoke of the need to pass a law on information safety and law on information security. Lilic stressed that representatives of the expert public should take part in the drafting process of these bills so that the adopted legislation could regulate the sphere with precision.
Uros Kondic, representative of association IT Auditor, mentioned that the international ISO/IEC 27000 standard is a prerequisite for the regulation of the information safety system which is, among other things, based on the principles of best legal regulations, appropriate management structure and education on the importance of information protection.
In the continuation, Mira Djurekovic from the association IT Auditor and representatives of state institutions spoke about information safety and misuse of information technologies by sharing their experiences in the sphere of information safety protection and gave proposals how to improve the existing system.
