The Third Session of the Second Regular Sitting of the National Assembly of the Republic of Serbia in 2002

The Chairperson of the National Assembly of the Republic of Serbia had convened the Third Session of the Second Regular Sitting in 2002 for 19 November, beginnig at 10 in the morning.


The Chairperson of the National Assembly of the Republic of Serbia had convened the Third Session of the Second Regular Sitting in 2002 for 19 November, beginnig at 10 in the morning.

The National Assembly did not adopt a motion to debate, under urgent procedure, a proposal of a decision obliging the Government of the Republic of Serbia to require, in cooperation with the Government of the Federal Republic of Yugoslavia, that the trial of former Yugoslav president Slobodan Milosevic before the Hague Tribunal be halted in order for him to be treated in Yugoslavia, submitted by a group of 13 Deputies from the Socialist Party of Serbia Deputies' Group.

The Motion to adopt a Declaration on calling a republic referendum in order for citizens to respond to a question regarding the independence of the Serbian state was withdrawn from the proposed agenda upon the adoption of a motion to that effect, submitted by Deputies Leila Ruzdic-Trifunovic, Natasa Milojevic, Olgica Kircanski, Slavica Tatomir and Miroslav Hristodulo.

Deputy Leila Ruzdic-Trifunovic also withdrew a proposed addition to the agenda of a new item - the Proposal of a Declaration Amending the Rules of Procedure of the National Assembly of the Republic of Serbia, submitted by a group of 71 Deputies. A motion, submitted by Deputy Ivan Andric, that a joint discussion should be held on Bills from items 2 to 7 of the proposed agenda, was adopted.
The National Assembly adopted the following agenda:

1. Bill on Taxation Procedure and Tax Administration, submitted by the Government of the Republic of Serbia,

2. Bill Amending and Modifying the Sales Tax Act, submitted by the Government of the Republic of Serbia,

3. Bill Amending and Modifying the Corporate Income Tax Act, submitted by the Government of the Republic of Serbia,

4. Bill Amending and Modifying the Ownership and Usage Tax Act, submitted by the Government of the Republic of Serbia,

5. Bill Amending and Modifying the Property Tax Act, submitted by the Government of the Republic of Serbia,

6. Bill Amending and Modifying the Income Tax Act, submitted by the Government of the Republic of Serbia,

7. Bill Amending and Modifying the Excise Act, submitted by the Government of the Republic of Serbia

When initial debate of the Bill on Taxation Procedure and Tax Administration began, the Deputies were addressed by the representative of the submitter, the Minister of Finance and the Economy in the Government of the Republic of Serbia, Bozidar Djelic. By the end of the day's work, the National Assembly had both discussed the Bill in principle and debated its particulars.

At the opening of the second day of the Sitting (20 November), Chairperson Natasa Micic informed the Deputies of the formation of a new Deputies' Group entitled Christian Democratic Party of Serbia - Independent Serbia. Deputy Professor Dr Predrag Stojanovic was named chairman of the Deputies' Group, while his deputy is Gvozden Jovanovic.

As the joint debate in principle on the Bills Amending and Modifying the Sales Tax Act, the Corporate Income Tax Act, the Ownership and Usage Tax Act, the Property Tax Act, the Income Tax Act and the Excise Act began, the Minister of Finance and the Economy, Bozidar Djelic addressed the Deputies.

When work resumed, a joint debate in principle was held on the Bills until the end of the day's work, and through to the morning part of the session on 21 November. After the debate ended, the National Assembly discussed the particulars of the Bills, as well as amendments submitted to them.

After the conclusion of debate in principle, Chairperson of the National Assembly Natasa Micic set Tuesday 26 November as Voting Day for all items from the agenda of the Third Session of the Second Regular Sitting of the National Assembly in 2002.

On Voting Day, the National Assembly adopted the following Bills in their entirety: the Bill on Taxation Procedure and Tax Administration, the Bill Amending and Modifying the Sales Tax Act, the Bill Amending and Modifying the Corporate Income Tax Act,
the Bill Amending and Modifying the Ownership and Usage Tax Act, the Bill Amending and Modifying the Property Tax Act, the Bill Amending and Modifying the Income Tax Act, the Bill Amending and Modifying the Excise Act, which concluded this session.
