Sixth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2021

The Speaker of the National Assembly of the Republic of Serbia Ivica Dacic convened the Sixth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2021, for Tuesday, 9 November 2021, starting at 10 am.


At the beginning of the sitting, National Assembly Speaker Ivica Dacic led the MPs in a minute’s silence to pay respects to the late National Assembly Deputy Speaker Academician Muamer Zukorlic.

Before commencing the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Milija Miletic, Stefan Krkobabic, Djordje Milicevic and Nevenka Kostadinova, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

National Assembly Speaker Ivica Dacic then asked MP Jelena Katic, elected from the ALEKSANDAR VUCIC – FOR OUR CHILDREN Electoral List, to take the oath-of-office.

The National Assembly proceeded to adopt the following agenda:

  1. Bill on Biocidal Products, submitted by the Government,
  2. Bill amending the Law on Integrated Environmental Pollution Prevention and Control, submitted by the Government,
  3. Bill amending and modifying the Company Law, submitted by the Government,
  4. Bill on the Confirmation of the Amendment to the Agreement on Agriculture between the Republic of Serbia and the Kingdom of Norway, submitted by the Government,
  5. Bill on the Confirmation of the Agreement on Cooperation in Protection against Disasters in the Western Balkans, submitted by the Government,
  6. Bill on the Confirmation of the Agreement on Mutual Recognition and Exchange of Driving Licenses between the Government of the Republic of Serbia and the Government of the People's Republic of China, submitted by the Government,
  7. Proposal of the Decision on the termination of office of Public Prosecutor in the Basic Public Prosecutor’s Office in Kursumlija, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government,
  8. Proposal of the Decision on the election of court presidents, submitted by the High Judicial Council,
  9. Proposal of the Decision on the election of judges to judicial office for the first time, submitted by the High Judicial Council,
  10. Proposal of the Decision on the election of two members of the Republic Commission for Protection of Rights in Public Procurement Procedures, submitted by the Committee on Finance, State Budget and Control of Public Spending, and
  11. Proposal of the Decision for the election of president and members of the Securities Commission, submitted by the Committee on Finance, State Budget and Control of Public Spending.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle on items 1 and 2, joint debate in principle and single debate on items 3, 4, 10 and 11, joint single debate on items 5 and 6 and a joint single debate on items 7, 8 and 9 on the agenda.

The National Assembly proceeded to commence the joint debate in principle on the Bill on Biocidal Products and the Bill amending the Law on Integrated Environmental Pollution Prevention and Control, presented by Minister of Environmental Protection Irena Vujovic on behalf of the submitter.

By the end of the day the National Assembly concluded the joint debate in principle on the Bill on Biocidal Products and the Bill amending the Law on Integrated Environmental Pollution Prevention and Control.
On the second day of the proceedings, 10 November 2021, the National Assembly commenced the joint debate in principle and single debate on items 3, 4, 10 and 11 on the agenda.

The bills were presented by Minister of Human and Minority Rights and Social Dialogue Gordana Comic.

By the end of the day the National Assembly concluded the joint debate in principle and single debate on the Bill amending and modifying the Company Law, Bill on the Confirmation of the Amendment to the Agreement on Agriculture between the Republic of Serbia and the Kingdom of Norway, Proposal of the Decision on the election of two members of the Republic Commission for Protection of Rights in Public Procurement Procedures and the Proposal of the Decision for the election of president and members of the Securities Commission.

On the third day of the proceedings, 16 November 2021, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Prof. Dr Jahja Fehratovic, Enis Imamovic, Jasmina Kaaranac, Zoltan Pek, Djordje Milicevic and Prof. Dr Ljubisa Stojmirovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly commenced and by the end of the day completed the joint single debate on items 5 and 6 on the agenda – the Bill on the Confirmation of the Agreement on Cooperation in Protection against Disasters in the Western Balkans and the Bill on the Confirmation of the Agreement on Mutual Recognition and Exchange of Driving Licenses between the Government of the Republic of Serbia and the Government of the People's Republic of China, presented by Minister of the Interior Aleksandar Vulin.

On the fourth day of the proceedings, 17 November 2021, the National Assembly commenced the joint single debate on items 7, 8 and 9 on the agenda – the Proposal of the Decision on the termination of office of Public Prosecutor in the Basic Public Prosecutor’s Office in Kursumlija, Proposal of the Decision on the election of court presidents and the Proposal of the Decision on the election of judges to judicial office for the first time, presented by Snezana Bjelogrlic, member of the High Judicial Council, and Djordje Dabic, rapporteur of the Committee on the Judiciary, Public Administration and Local Self-Government.

In the course of the proceedings, the Chair, National Assembly Deputy Speaker Elvira Kovacs greeted, on behalf of the MPs and herself, the participants of the 101st Rose-Roth seminar who watched part of the sitting from the gallery of the Grand Hall of the National Assembly House.

After the joint single debate on items 7, 8 and 9 on the agenda, the National Assembly completed a debate in detail on the Bill on Biocidal Products.

As the National Assembly had completed the debate in principle and in detail on all the items on the agenda, the Chair, National Assembly Deputy Speaker Dr Vladimir Orlic set Thursday, 17 November 2021, as Voting Day on all the items on the agenda of the Sixth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2021, starting at 5.30 pm.

Before commencing the voting, the Chair, National Assembly Speaker Ivica Dacic greeted, on behalf of the MPs and himself, the Governor of St. Petersburg Alexander Dmitryevich Beglov and delegation, in official visit to the Republic of Serbia, who watched part of the sitting from the gallery of the Grand Hall of the National Assembly House.

On Voting Day, 17 November 2021, the National Assembly passed the Bill on Biocidal Products, Bill amending the Law on Integrated Environmental Pollution Prevention and Control, Bill amending and modifying the Company Law, Bill on the Confirmation of the Amendment to the Agreement on Agriculture between the Republic of Serbia and the Kingdom of Norway, Bill on the Confirmation of the Agreement on Cooperation in Protection against Disasters in the Western Balkans and the Bill on the Confirmation of the Agreement on Mutual Recognition and Exchange of Driving Licenses between the Government of the Republic of Serbia and the Government of the People's Republic of China.

The National Assembly went on to adopt the Proposal of the Decision on the termination of office of Public Prosecutor in the Basic Public Prosecutor’s Office in Kursumlija, Proposal of the Decision on the election of court presidents and the Proposal of the Decision on the election of judges to judicial office for the first time.

The MPs also adopted the Proposal of the Decision on the election of two members of the Republic Commission for Protection of Rights in Public Procurement Procedures and the Proposal of the Decision for the election of president and members of the Securities Commission.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Ivica Dacic concluded the Sixth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2021.
