Security Services Control Committee Conducts First Supervisory Visit to Military Intelligence Agency

The members of the Security Services Control Committee, headed by Committee Chairperson Jadranka Joksimovic, conducted their first supervisory visit to the Military Intelligence Agency, in line with the Committee’s Activity Plan, to ascertain the facts about the alleged illegal treatment by the Military Intelligence Agency of Agency members who addressed the services’ Inspector General and Ombudsman.


The Committee delegation comprised Committee members Igor Becic and Dragan Sutanovac and Committee deputy members Miroljub Stojcic and Jozef Sandor.

The supervisory visit is a continuation of the Committee’s sitting of 18 July 2013, where the Committee already deliberated on the facts about the alleged illegal treatment by the Military Intelligence Agency of Agency members who addressed the oversight authorities.

The Security Services Control Committee accepts all the findings from the services’ Inspector General’s report which ascertain irregularities in the treatment of certain Agency members by the Military Intelligence Agency, as well as most of the Ombudsman’s recommendations. The Committee members had some reservations as regards some of the findings and Ombudsman’s recommendations in one of the cases, finding that it lacks sufficient elements to ascertain illegal treatment of the Agency member by the Agency. The Committee also states that transfer of professional military personnel is in principle part of the military profession and should therefore not be considered primary grounds for addressing the Ombudsman and other control authorities.

In the course of the supervisory visit, the Military Intelligence Agency exhibited a constructive and open approach allowing the Committee members insight into its full documentation and unrestricted interviews with the Agency members who had addressed the control authorities.

With the supervisory visit to the Military Intelligence Agency the Committee rounded up the first cycle of supervisory visits, in line with the Committee’s Activity Plan. After it adopts the minutes of the supervisory visits at a Committee sitting in September, the Committee will issue detailed information on the results of its supervision in line with the Committee’s Decision on direct supervision of the security services’ work and in line with the provisions of the Data Confidentiality Law.
