SEECP Parliamentary Dimension Working Group Holds Fourth Meeting
The Working Group of the South East Europe Cooperation Process Parliamentary Dimension (SEECP PD) held its fourth meeting on 20 and 21 December 2011 at the National Assembly House. As Serbia is presiding over the Process from June 2011 to June 2012 this, second meeting to be held in Belgrade, was chaired by the Deputy Speaker of the National Assembly of the Republic of Serbia and Working Group member Gordana Comic, while parliamentarians and national coordinators from Bulgaria, Turkey, Montenegro, Bosnia and Herzegovina, Greece, Macedonia and Slovenia, as well as representatives of the Regional Secretariat for Parliamentary Cooperation in South East Europe and Friedrich Ebert Foundation took part in the meeting.
Citing earlier documents, particularly the Final Declaration adopted at the Conference of Parliament Speakers in Antalya, the Turkish representatives proposed that the process should become a regional parliamentary assembly, explaining that the creation of a parliamentary assembly would help promote parliamentary cooperation in the region, as well as better representation of the region as a whole. They also stressed that it would be the first parliamentary assembly to gather SEE countries, although there are nearly a hundred examples of cooperation of this kind in the world.
On the other hand, the representatives of the Parliament in Sofia urged for a looser type of parliamentary cooperation via regular conferences of parliament speakers, the work of standing committees, rapporteurs and a standing secretariat.
The participants agreed to draft a report containing an overview of realised activities, as well as an overview of proposed modalities of parliamentary cooperation in the South East Europe region by the next meeting in March 2012 in Belgrade.
The Chair, Gordana Comic, informed the gathering that the European Movement in Serbia, in cooperation with the National Assembly of the Republic of Serbia, as part of its chairing the SEECP, would organise a Conference on the relationship between the parliament and independent regulatory bodies in March 2012.
