Roundtable on Cooperation between National Assembly and Independent State Bodies, Organisations and Agencies

On 15 July 2014, the National Assembly hosted a roundtable titled “Findings, conclusions and recommendations for the improvement of the communication flow, review of reports, procedures and best practice of cooperation between the National Assembly and independent state bodies, organisations and agencies” as part of Twinning project component 4 – improvement of the National Assembly’s oversight function and cooperation with the Government and independent state bodies.


The roundtable, opened by Deputy Secretary General Gordana Stamenic, was attended by MPs, members of the Committee on the Judiciary, Public Administration and Local Self-Government, Committee on Human and Minority Rights and Gender Equality and the Committee on the Rights of the Child, Commissioner for Information of Public Importance and Personal Data Protection, Commissioner for Protection of Equality andthe National Assembly support service staff.

The roundtable was divided into four topical sections within which Greek experts gave an overall estimate of the National Assembly’s cooperation with independent state bodies, comparative review of cooperation and practice in other European states, presented recommendations for the improvement of the communication flow and report review procedures and shared special proposals on how to improve the existing practice of cooperation between the National Assembly and independent state bodies, with a special focus on the procedure for the submitting and reviewing of special independent state bodies reports, establishment of better formal as well as operational and technical communication between the National Assembly and independent state bodies, and the monitoring procedures for recommendations and the Government’s semi-annual reports.

The presentation was followed by a discussion on the many aspects of the relationship between the National Assembly and independent state bodies, organisations and agencies, noting that many of the open issues would be debated at the next roundtable scheduled for September.

The realisation of Twinning project “Strengthening the capacities of the National Assembly of the Republic of Serbia in the European integration process”, in cooperation with the Hellenic Parliament, started on 1 January 2013 and was to continue for 18 months, but the Project was extended until 1 November 2014.
