Immediately after calling the referendum, the Chairman of the National Assembly of the Republic of Serbia once again reminded the public of the process of preparing, harmonising, and adopting the new Constitution of the Republic of Serbia. Key European institutions not only gave a positive assessment of the process, but also agreed to send a large number of observers, at the invitation of Mr Markovic, to monitor the two-day referendum in Serbia, with the approval of the Republic Electoral Commission. Special attention will be devoted to ensuring the safety of ballot boxes in the night of 28-29 October, as well as monitoring the voting of prison inmates.

The Parliamentary Assembly of the Council of Europe (PACE) has provided 26 observers and 14 interpreters, the EU Monitoring Mission to Belgrade has sent 35 foreign observers and 18 interpreters, while the State Duma of the Russian Federation has provided 7 observers representing the largest parliamentary caucuses – a total of 68 foreign observers and 32 interpreters.

The Republic Electoral Commission has authorised a total of 1335 observers with the Centre for Free Elections and Democracy (CeSID) to monitor the referendum process.
