Preserving Sovereignty - Topic of CEI PD Session

The General Committee on Political and Home Affairs held a meeting within the framework of the session of the Parliamentary Assembly of the Central European Initiative Parliamentary Dimension.


Before the beginning of the discussion on the topic "Non-interference of external actors in the internal affairs of CEI member states", MP Ana Miljanic was appointed as the chair of the session.

She thanked those present for their participation and willingness to discuss a topic that is equally important for all member states.

"This topic is of crucial importance for our future, as it represents the foundation of stability, trust and equality between states. Unfortunately, we are witnessing that this principle is often called into question, through political, economic or media pressures. Certain external factors are trying to influence the internal processes of our countries, thereby violating the right of each state to independently decide on its policy and future. Such attempts deepen divisions and introduce instability into the region," Miljanic said.

The discussion was also attended by National Assembly Deputy Speaker and Chairperson of the Foreign Affairs Committee, Marina Ragus, who stressed that Serbia was an example of a gross violation of public international law in 1999, when it was bombed without Security Council decision "A serious precedent was set then, which is still felt today, because violence was introduced into geopolitics, and international law lost its weight. This is also supported by the non-compliance with Resolution 1244, which confirmed the sovereignty and territorial integrity of Serbia and provided for the presence of international forces in Kosovo under a UN mandate," Ragus stated.

She also pointed to the dangers of hybrid warfare, which shows that the sovereignty of states is becoming increasingly vulnerable: "In digital and cyberspace, there is no longer full independence of states, which is an important topic to be considered as regards protection in that domain."

MP MA Milovan Drecun, highlighted the threats of malignant hybrid action that could threaten the sovereignty, political independence and territorial integrity of CEI member states, as is the case with Serbia.

"The first ring of interference comes from the CEI members themselves, that is, individual members, while the second comes from actors outside this initiative. In the fight against such operations, members that are part of both the EU and NATO have a certain advantage over the others," Drecun said.

The meeting was followed by an open discussion in which representatives of the delegations of the CEI member countries presented their views on current geopolitical challenges and possible ways to overcome them.
