PACE Monitoring Committee Delegation Visits National Assembly

The co-rapporteurs of the Monitoring Committee of the Parliamentary Assembly of the Council of Europe, Davit Harutyunyan and Indrek Saar, met today at the National Assembly House, separately, with the National Assembly's standing delegation to the Parliamentary Assembly of the Council of Europe and the members of two National Assembly committees. The main topic of conversation was the implementation of Resolution 1858 on the honouring of obligations and commitments by Serbia, as well as the current situation and progress of democratisation in Serbia.


In the meeting with the Monitoring Committee co-rapporteurs, Aleksandra Djurovic, the Head of the National Assembly's standing delegation to PACE, speaking of the National Assembly’s work, stressed the progress it made as regards its transparency and implementation of the quota system, considering that now 33% of the MPs are women. She also pointed out the rising frequency of public hearings in the course of the legislative drafting and adoption process. Djurovic also added that, in its report, the European Commission commended the progress National Assembly had made. She stressed that the National Assembly wants to operate in accordance with the recommendations of the Council of Europe and the goal of the National Assembly’s delegation to the PACE is to make sure that the Council of Europe hears the views of the Serbian citizens. Aleksandra Djurovic concluded that Serbia is ready and deserves to proceed to the post-monitoring stage, which the members of the standing delegation who took part in the meeting agreed with. In the course of the meeting, it was also stressed that, in order to promote the fight against corruption, Serbia had adopted a new Strategy against corruption and organised crime and set up a National Branch of the Global Organization of Parliamentarians Against Corruption (GOPAC).

The meeting was also attended by MPs Milos Aligrudic, Svetislava Bulajic and Stefana Miladinovic, members of the National Assembly's standing delegation to PACE.

The meeting between the members of the Committee on the Judiciary, Public Administration and Local Self-Government and the PACE Monitoring Committee delegation focused on the judiciary reform. Vladimir Cvijan greeted the Monitoring Committee co-rapporteurs on the behalf of the Committee, reminding them that the Judiciary Reform Strategy passed by the National Assembly had received a positive assessment of the Venice Commission. He underlined the recently adopted amendments and modifications to judiciary laws passed in accordance with the Strategy. The Committee members briefed the guests on the Committee’s scope and the adoption of the laws that are part and parcel of the judiciary reform. They pointed out the need to further strengthen the National Assembly’s control function, stating that the relevant Ministry’s activity reports are regularly discussed, as are reports on the implementation of laws in line with the National Assembly’s Legislative Policy Improvement Resolution. They also said that the Assembly organises public hearings and roundtables and the control function is performed via the institute of parliamentary questions. They underlined the excellent cooperation with the public sector, associations and chambers, as well as representatives of civil society.

Committee members Srdjan Mikovic, Svetislava Bulajic, Biljana Hasanovic Korac, Laszlo Varga and Mirna Kosanovic took part in the meeting.

The members of the Committee on Human and Minority Rights and Gender Equality Srdjan Sajn, Petar Kuntic, Zlata Djeric, Vera Paunovic, Tamara Tripic and Bojana Bozanic, headed by Committee Chairman Meho Omerovic, also met with the delegation of the PACE Monitoring Committee. The PACE Monitoring Committee co-rapporteur said that the focus of the visit is the fight against corruption and organised crime, national minority rights, decentralisation and judiciary reform. He commended the ratification of the Convention on preventing and combating violence against women and domestic violence, hoping for a continued cooperation with the National Assembly. Speaking of the Committee’s activities, Committee Chairman Meho Omerovic stressed that the Committee focuses on combating violence against women and protecting the rights of national minorities in Serbia. He opined that Serbia has an excellent Law on the Protection of National Minority Rights, also emphasising the importance of the Civil Procedure Law for the national minorities thanks to which between seven and eight thousand citizens, mostly members of the Roma national minority, were granted the right to be entered into the birth registry books. In the course of the meeting, the officials also discussed the upcoming elections for national minority council members and the protection of the rights of the LGBT community.
