PACE Adopts Resolution on Honouring of Obligations and Commitments by Serbia

Today, on Wednesday, 25 January, the Parliamentary Assembly of the Council of Europe adopted Resolution 12813 on The Honouring of Obligations and Commitments by Serbia, proposed by PACE Monitoring Committee rapporteurs Davit Harutyunyan and Indrek Saar.


The Resolution congratulates Serbia on achieving significant progress and notes the honouring of a great number of obligations and commitments primarily in the sphere of regional cooperation and cooperation with ICTY.

“Serbia has achieved commendable results in the reform process of electoral legislation, the judiciary, decentralisation, minority rights protection and setting up and strengthening independent regulatory bodies”, notes the adopted Resolution.

The Assembly adopted the proposal to continue with the monitoring process in Serbia and encouraged the Serbian Assembly and Government to achieve further progress after the parliamentary election.

Serbian delegation members Natasa Vuckovic, Milos Aligrudic and Elvira Kovacs took part in the discussion on the report on Serbia.

Natasa Vuckovic stated that the Resolution recognizes the progress achieved in improving the work of the National Assembly and its oversight function, as well as the MPs’ status and role.

Milos Aligrudic deemed the Resolution contradictory since in addition to justified it also contained unjustified criticism, and also commended Serbia in spheres where, he believes, no significant results have been achieved,

Delegation deputy member Elvira Kovacs commended the adoption of the Law on National Councils of National Minorities and urged for the adoption of the Law on Financing of AP Vojvodina as well as higher minority representation in state authorities.

In the morning part of the session the Parliamentary Assembly discussed the situation in Belarus. The session was chaired by the newly-elected PACE Vice President from the ranks of the National Assembly delegation Natasa Vuckovic.
